Thus a group of fixers from Lecce and Taranto was identified who, each with their own role and creating fictitious companies with false authorizations, offered non-existent sites for the disposal of waste through a Piedmontese waste brokerage company, not registered in the register of waste managers. Then a whole series of contacts began, monitored by the military operating, between these intermediaries and some companies, active in the treatment of waste, located in the Turin and Brescia areas in order to bring together large quantities of waste (especially 19.12.12 and 17.03.01 ) in some localities of Lecce and Taranto.
The organizational difficulties and the risks in having such long journeys to refuse to be dealt with in a situation of complete illegality, caused conflicts between the organizers, thus determining the split between the Apulian group and the Piedmontese brokers. The Apulian association was organizing to create another traffic route by successfully finding waste producers in the much more accessible area of Caserta and Reggio.
