At the table at Palazzo Chigi that lasted seven hours between the Government and the trade unions, with Prime Minister Mario Draghi present, an agreement was reached by Confindustria on stopping the layoffs: a common notice commits companies to exhaust all the social safety nets available before proceed with the termination of employment relationships. The joint document was signed by Prime Minister Mario Draghi, by the Minister of Labor, Andrea Orlando, by the leaders of Cgil, Cisl and Uil and by Confindustria, Confcooperative, Cna, Confapi. The agreement will be accompanied by the establishment of a monitoring table at Palazzo Chigi on the evolution of the employment situation in the country and to verify and deal with any risk of social emergencies.
The Council of Ministers called, among other things, to give the green light to the bridge decree on the subject of the blocking of dismissals, after the agreement signed at Palazzo Chigi, will be held on Wednesday 30 June in the afternoon (after 4 pm).

The common notice
A solution reached after the leaders of CGIL, CISL and UIL, Maurizio Landini, Luigi Sbarra and Pierpaolo Bombardieri had reiterated their no to the solution proposed by the Government (extension until the end of October only for the textile and fashion sector) by addressing their proposal to Confindustria: a joint notice with the employers’ associations to bind the associated companies to use, before firing, all the institutional and contractual instruments (cig, solidarity contracts, etc.) available. “We came to a common opinion to use the social safety nets available before arriving at any dismissal,” the unions declared in statements outside Palazzo Chigi at the end of the meeting.
The agreement
The text of the agreement signed by the trade unions and shared by Confindustria states that “in the light of the solution proposed by the Government on overcoming the redundancy block, they undertake to recommend the use of the social safety nets that the legislation in force and the law decree under approval provide for an alternative to the termination of employment relationships “. Then he adds: «They hope and commit themselves, on the basis of shared principles, to a prompt and rapid conclusion of the reform of the social safety nets, to the start of active policies and of the processes of permanent and continuous training».
Negotiation
The confrontation at Palazzo Chigi was a real negotiation, as evidenced by the duration of hours and the various interruptions, at least three, which would have allowed the Prime Minister to consult confidentially at least with the two ministers present at the table: the Minister of Economy Daniele Franco and the Minister of Labor Andrea Orlando. Albeit remotely, the discussion would have been informally broader, with a direct line also with via dell’Astronomia to close the circle with Confindustria and arrive at a defined solution and as much as possible shared with the social partners, at the meeting scheduled for Wednesday.
