He was accused of or breaking two major conventions. Some analysts believe that Wang Xiaohong may take over as Minister of Public Security next month and be promoted to deputy national level ahead of schedule.
Hong Kong’s “Ming Pao” published an article on November 23, saying that Wang Xiaohong will take over as Minister of Public Security at the NPC Standing Committee meeting next month as soon as possible. Since the Minister of Public Security is generally served concurrently by a member of the State Councilor and even a member of the Politburo, Wang Xiaohong has crossed the threshold of a deputy state leader with one foot, making him the first person to be promoted to the deputy state level in the personnel changes of the 20th National Congress of the Communist Party of China. It is also a matter of concern whether he will take over the leadership of the Central Political and Legal Committee after the 20th National Congress of the Communist Party of China next year.
After Wang Xiaohong was promoted to secretary of the Party Committee of the Ministry of Public Security on November 19, information on the official website of the Ministry of Public Security the next day showed that he added the title of “Member of the Central Political and Legal Committee.”
Wang Xiaohong’s promotion was accused of breaking two conventions. According to Ming Pao, in recent decades, ministers of public security have been promoted by local officials, and Wang Xiaohong broke this convention. Another convention that Wang Xiaohong broke was that in recent decades, the Minister of Public Security was replaced after the party congress, and Wang Xiaohongruo took over as Minister of Public Security in December, nearly a year before the 20th National Congress of the Communist Party of China.
Wang Xiaohong is a native of Fuzhou, Fujian. As early as in the 1990s, when Xi Jinping was the secretary of the Fuzhou Municipal Party Committee, Wang successively served as the deputy director and director of the Fuzhou Public Security Bureau, responsible for Xi’s safety and security.
The above-mentioned article by Hong Kong media believes that Wang Xiaohong’s promotion was for retaining the position of the Central Committee of the 20th National Congress of the Communist Party of China. However, it is not ruled out that paving the way for further advancement of the 20th National Congress.
It is reported that within the Communist Party of China, it has become a common practice for the Minister of Public Security to succeed the secretary of the Central Political and Legal Committee. For example, Zhou Yongkang took over Luo Gan, Meng Jianzhu took Zhou Yongkang, and Guo Shengkun took Meng Jianzhu. However, the current Minister of Public Security Zhao Kezhi is older than Guo Shengkun, and both of them may retire, which may cause Wang Xiaohong to skip two levels in a row.
Zeng Qinghong, former member of the Standing Committee of the Political Bureau of the Communist Party of China, is from Jiangxi. Ming Pao reported that the political and legal system of the Chinese Communist Party was once the territory of Jiangxi people. Under Zeng Qinghong’s promotion, Meng Jianzhu, the former secretary of Jiangxi, and Guo Shengkun, the secretary of Guangxi from Jiangxi, were former ministers of public security, secretary of the Political and Legal Committee, and former secretary of the Central Political and Legal Committee. The Ministry of Public Security also has two senior officials at the deputy ministerial level from Jiangxi, the former Director of the Political Department Xia Chongyuan, who was investigated in October 2017. Among them, Sun Xinyang and Xi Jinping are fellow townspeople in Fuping, Shaanxi. It is said that Sun and Xi Jinping’s late half-brother Xi Zhengning, although they are two generations, have a close relationship.
