1. Bidding conditions

2. Project overview and bidding scope
2.1 Construction scale
The project starts at the junction of Changshui Road and Jianan Road and ends at Zhenghai Road in the port area, with a length of 32.1km. This project includes road engineering, bridge engineering, drainage engineering, pipeline integration, traffic engineering, greening engineering, lighting engineering, etc.
2.2 Technical standards:
In accordance with the “Technical Standards for Highway Engineering” JTGB01-2014, the project is constructed in accordance with the first-class highway standards and taking into account the functions of urban roads. The main technical indicators are based on the “Code for Design of Highway Routes” JTG D20-2017 and other related standards, and meet the “Technical Standards for Highway Engineering in Urbanized Areas” JTG 2112-2021 and other related requirements.
2.3 Service cycle:
(1) Submit the preliminary design draft for review within 60 working days after the contract is signed.
(2) Submit the construction drawing design for review within 30 working days after the preliminary design passes the review.
(3) Service period: from the signing of the project design contract to the completion and acceptance of the project.
(4) According to the progress of the project, the written notice of the developer shall prevail.
2.4 Scope of bidding:
Engineering survey, preliminary design, technical design (if necessary), construction drawing design, budgetary document preparation, transportation organization plan preparation, construction of the route, roadbed, pavement, drainage, bridges and culverts, intersections, traffic engineering and facilities along the line of this project The survey and design work of bidding drawings, preparation of engineering quantities list, preparation of special technical specifications for construction projects, follow-up services, relevant scientific research (if necessary), etc., as well as special reports (including but not limited to Flood control impact assessment, soil and water conservation plan, environmental impact assessment, project safety assessment, traffic organization design, inspection and assessment of old roads and old bridges, assessment of the impact of navigation conditions on waterways, safety assessment of the impact of oil and gas pipelines (if any), seismic safety assessment, cultural relics protection Assessment (if required), archaeological investigation (if required) and other topics).

3. Bidder qualification requirements
3.1 The bidder has the qualifications of an independent legal person, and at the same time: ①Comprehensive Grade A Qualification for Engineering Investigation or Grade A Qualification for Engineering Investigation Professional (Geotechnical Engineering); ②Comprehensive Grade A Qualification for Engineering Design or Grade A Qualification for Engineering Design Highway Industry or Engineering Professional Grade A qualification for designing highway industry (highway). And it has similar engineering survey and design performance, and has corresponding survey and design capabilities in terms of personnel composition and structure.
3.2 This tender accepts consortium bids. For joint bidding, the following requirements shall be met: the total number of members of the consortium shall not exceed two, and all members of the consortium shall have independent legal personality. The leader of the consortium must meet the requirements of ② in 3.1 above. Other members of the consortium should have a comprehensive Grade A qualification in engineering survey or a Grade A qualification in engineering survey (geotechnical engineering) or a comprehensive Grade A qualification in engineering design or a Grade A qualification in engineering design highway industry or engineering design highway industry (highway) professional One or more of the A-level qualifications, and can only undertake related tasks within the allowable scope of the above-mentioned qualifications.
