According to the news published on the website of the State Supervision Commission of the Central Commission for Discipline Inspection of the Communist Party of China on the 23rd, Xue Heng, 66, is a native of Suizhong County, Liaoning Province, and has long served in Liaoning. He used to serve as Director of the Civil Affairs Department of Liaoning Province, Secretary of the Dandong Municipal Party Committee, and Secretary of the Yingkou Municipal Party Committee.
From January 2011 to March 2013, Xue Heng served as deputy governor of the Liaoning Provincial Government, member of the Party Leadership Group, Director of the Provincial Public Security Department, Secretary of the Party Committee (concurrently), and Deputy Secretary of the Political and Legal Committee of the Provincial Party Committee (concurrently).
On March 29, 2013, Xue Heng was removed from the post of Director of the Public Security Department of Liaoning Province. In January 2016, he was re-elected as Vice Chairman of the CPPCC of Liaoning Province.
According to a report on Minghui.com on August 20, 2012, Xue Heng was the main person in charge of the persecution of Falun Gong by the public security system of Liaoning Province during his tenure as director of the Liaoning Public Security Department, and was included in the investigation list by WOIPFG.
In addition, the governor of Chang’an Avenue issued a document on the WeChat official account stating that Xue Heng’s predecessor, Li Wenxi, the former director of the Public Security Department of Liaoning Province, was dismissed six months ago. He was the “first tiger” this year and was recently approved for arrest.
The 71-year-old Li Wenxi has served in the Liaoning Public Security System for a long time. From 2002 to 2011, he served as the head of the Liaoning Provincial Public Security Department for nine years. At that time Bo Xilai was governor of Liaoning and Li Wenxi was Bo’s “old man”. He actively followed Bo Xilai’s brutal persecution of Falun Gong practitioners and was quickly promoted.
A senior political and legal reporter in Liaoning told Shangguan News that Ma Tsai of Bo Xilai and Wang Lijun, former director of the Chongqing Public Security Bureau, were very afraid of Li Wenxi when they worked in Liaoning. Wang Lijun has the habit of bathing in the bathhouse, and also arranges people to stand guard outside the bathhouse, which is very lavish. Once Wang went to the bathhouse and heard that Li Wenxi and his friends were inside, he immediately asked all the guards on guard to evacuate.
After reaching age, Li Wenxi retreated to the second line and was transferred to the vice chairman of the Provincial Political Consultative Conference. After retiring, he also participated in social activities as the vice chairman of the Chinese Communist Police Association and the chairman of the Liaoning Provincial Police Association.
After Li Wenxi fell from the horse, many of his relatives and friends were taken away for investigation.
Just two days before he fell from the horse, his old colleague Liu Guoqiang, former vice chairman of the Liaoning Provincial Political Consultative Conference, was arrested on suspicion of accepting bribes.
His old subordinate, the former deputy director of the Public Security Department of Liaoning Province, who was later transferred to Jiangsu’s “politics and law tiger” Wang Like, had already voluntarily surrendered as early as October 24 last year.
Liaoning Province is one of the most severely persecuted provinces of Falun Gong in Mainland China. Li Wenxi is one of the culprits responsible for the disfigurement and killing of Falun Gong practitioner Gao Rongrong by WOIPFG. In 2004, Gao Rongrong, who was only 37 years old, was tortured to death by the Liaoning police who used electric batons to shock her face.
Since last year, the Chinese Communist Party has been investigating the political and legal system for 30 years. Incumbent or retired senior officials have been dismissed continuously, and many officials have voluntarily surrendered. In the second half of this year, we will enter the second stage of the political and legal system purges, and it is not ruled out that more political and legal officials will be lost.
