In order to guide car owners to eliminate excessive electric bicycles in a timely manner and ensure the orderly operation of all aspects of vehicle disposal, the Beijing Municipal Transportation Comprehensive Management Leading Group formulated the “Work Plan for the Recycling and Disposal of the Elimination of Excessive Electric Bicycles.” Owners can go to more than 800 electric bicycle sales stores in the city to buy new cars through the “old-for-new” approach, and they can also dispose of used vehicles through the city’s renewable resource recycling system.

  The next two months will usher in the peak of replacement

The “Regulations of Beijing Municipality on the Administration of Non-motorized Vehicles” that came into effect on November 1, 2018 regulates the production, sales, registration, traffic, lease operations, parking and related management of electric bicycles in this city. A three-year transition period is set for electric bicycles with temporary labels. After the transition period expires, they are not allowed to drive on the road.

The transition period will expire on October 31, 2021. According to statistics, the city has received about 2.28 million temporary identification electric bicycles. In the first quarter of 2021, the city’s sales outlets have already replaced 100,000 vehicles with over-standard vehicles in sales channels since the “old-for-new” promotion was launched. Since there is no mandatory scrapping of electric bicycles, since the transition period, citizens have successively disposed of electric bicycles exceeding the standard. From the perspective of the replacement progress, there are still a large number of car owners who have not paid attention to the end of the transition period, and lack a sense of urgency for replacement. According to the report, the city’s 7 major online catering service and takeaway distribution platform companies have completed 37% of the renewal and disposal of excessive electric bicycles, and 5 of them have their own “riders” to encourage vehicle replacement through subsidies. More than 400 housing intermediaries have actively mobilized and deployed, and the replacement rate of vehicles with employees exceeding the standard has exceeded 30%.

The “Work Plan for the Recycling and Disposal of the Elimination of Excessive Electric Bicycles” proposes that the city will give full play to the role of the market mechanism and the existing renewable resource recycling system, using the “old-for-new” vehicle as the main channel and “recycling and dismantling” as the supplementary path to guide the over-standard electric bicycles. Before the end of the transition period, bicycles should be accelerated, withdrawn in an orderly manner, or replaced with compliant vehicles.

At present, there are more than 800 electric car sales stores in the city that are continuing to carry out used car replacement activities, and have introduced policies such as discounts for used cars and discounts for new cars. All stores are fully stocked with new cars that meet national standards, which can meet the needs of car owners to “replace old for new”. Li Mingqiang, secretary general of the Municipal Bicycle and Electric Vehicle Industry Association, introduced that the old trade-in policy is mainly reflected in the car purchase subsidies. The subsidies for each brand are different, generally around 300 to 500 yuan.

  Vehicles can be disposed of through “barter for objects”

It is understood that, in order to do a good job in vehicle recycling, the Municipal Urban Management Committee and the Municipal Ecological Environment Bureau have publicized the list of qualified renewable resource recycling companies and waste lead battery recycling companies in this city, as well as information on recycling outlets.

The “Plan” clearly requires that each district government should strengthen the main responsibility of the territorial body, and do a solid job of eliminating the over-standard electric bicycles in different regions and according to the grid. Sub-districts, towns, and communities can take the form of “exchanging goods” to encourage car owners to dispose of abandoned vehicles in a timely manner to reduce the generation of “zombie vehicles” from the source. The Public Security Traffic Management Bureau of the Beijing Municipal Public Security Bureau will strictly follow the laws and regulations to detain in accordance with the law the excessive electric bicycles that are still on the road after the transition period ends on November 1, and impose a fine of 1,000 yuan on the driver. The unprocessed items overdue for 6 months shall be transported to the disintegration plant for centralized destruction.
