Provincial President Unpli Davide Praloran used this expression to portray the consequences of the pandemic on local recreational activities, today once again questioned by the Green Pass issue. We certainly did not breathe a carefree air yesterday morning, in the Teatro di Lamon hall, where the provincial assembly of the Pro loco Bellunesi took place, hosted by local Pro loco and local Municipality.
“After a hard year, 2020, with very few summer events and also penalized by the autumn weather, the Pro loco network has been paralyzed, the incentives to act have failed”, stated President Praloran. «Even if the UNPLI has never stopped moving on the web for events and training, the virus has had an impact from a social and human point of view. Having collected so many contradictions on how to act from a practical point of view in the light of the various decrees, in recent months we have worked alongside the Region and the regional Unpli to try to dispel any possible interpretative doubts ».
But, after a tiring work of research and the arrival of the desired responses, here comes, in the height of summer, a new decree: the one approved three days ago, which establishes the obligation of the Green Pass in some contexts, including events and sports competitions. .
“There is no clarity on our duties as volunteers, we are not law enforcement agencies nor do we feel we have the moral duty to ask for a pass and select the entrances. Will there be penalties? In short, these are days of uncertainty. Municipal administrations are always close to us, but inside there are officials called to apply uncertain rules. However, in an increasingly fragile world, in which there are shortages of volunteers and difficulties in turnover, I am called to give incentives to the Pro Locos, confident that there will be clarifications and aware that we have an important partner in the Region “.
The regional councilor Silvia Cestaro, present in the room alongside the councilor Giovanni Puppato, agrees on the line of trust: “It is unthinkable that anyone becomes a controller, I hope that very soon there will be indications and maybe a step backwards, given that festivals and organized events are safer places than spontaneous gatherings », said Cestaro.

Furthermore, the provincial headquarters of Unpli will move, starting from September, from the historic headquarters in Sedico to the new one in Salce, at the headquarters of Coldiretti, for reasons of space, cost reduction and mutual interest of the bodies for the enhancement of the territory. Recent actions carried out, also thanks to regional contributions, include the installation of a touch panel for tourism promotion in the Busche area and the publication “A mountain of colors” for the enhancement of folkloristic groups and carnivals in Belluno. Finally, the presidents of Pro loco who left after more than five years, namely Sergio Bonan (Consorzio Massiccio del Grappa Orientale), Loredana Munaro (Chies d’Alpago), Albita Bianchi (Cibiana), Enrico Farenzena (Agordo), were awarded.
