According to Lu media reports, on January 23, the Fifth Session of the 13th National People’s Congress of Liaoning Province was held. After the so-called relevant election procedures, Li Lecheng completed the “replacement and transformation” and officially became the governor of Liaoning Province.

According to public information, Li Lecheng was born in March 1965 and spent his early career in Hubei. In 2002, Li Lecheng served as the chairman of the Jingmen City Federation of Trade Unions, and the following year as the director of the organization department of the municipal party committee. In 2007, he was transferred to the executive vice mayor of the municipal government. In 2008, he was transferred to the mayor of Yichang City, and in 2013, he was appointed as the director of the Hubei Provincial Development and Reform Commission and the director of the Hubei Provincial Office of Aid to Xinjiang. In 2017, Li Lecheng was transferred to be the secretary of the Xiangyang Municipal Party Committee. In January 2021, Li Lecheng was appointed as a member of the Standing Committee of the Hubei Provincial Party Committee and executive vice governor; in October 2021, he was transferred to Liaoning as the acting governor.

On January 22, the Fifth Session of the Thirteenth People’s Congress of Guangdong Province established Wang Weizhong as the Governor of Guangdong Province and officially became the “top leader” of the provincial government.

Wang Weizhong, born in March 1962, is a native of Shuozhou, Shanxi Province. In September 2014, he served as a member of the Standing Committee and Secretary General of the Shanxi Provincial Party Committee. In October 2016, he assumed the post of Secretary of the Taiyuan Municipal Party Committee. In September 2015, he also served as the secretary of the Shanxi Provincial Direct Work Committee. In March 2017, Wang Weizhong was the secretary of the Shenzhen Municipal Party Committee. In December 2021, Wang Weizhong succeeded Ma Xingrui as the Party Secretary of the Guangdong Provincial Government, and later became the Acting Governor of Guangdong Province.

On January 21, personnel changes were reported in Zhejiang Province and the “political powerhouse” of Chongqing at the same time. Wang Hao and Hu Henghua were elected Governor of Zhejiang Province and Mayor of Chongqing respectively.

Wang Hao, born in October 1963, is from Shanxian County, Shandong Province. From 1982 to 2017, he has been working in Shandong. He left Shandong in December 2017 and served as a member of the Standing Committee of the Hebei Provincial Party Committee and Secretary of the Tangshan Municipal Party Committee. In August 2019, Wang Hao was transferred to the Standing Committee of the Shaanxi Provincial Party Committee and Secretary of the Xi’an Municipal Party Committee. In September 2021, Wang Hao will be the acting governor of Zhejiang Province.

58-year-old Hu Henghua is from Hengnan, Hunan. He has worked in Hunan for more than 30 years, during which he served as director of Hunan Economic Commission, mayor of Yiyang City, director of Hunan Development and Reform Commission, and mayor of Changsha City. In October 2020, Hu Henghua was transferred to the deputy secretary of the Shaanxi Provincial Party Committee. In December 2021, he was transferred to the deputy secretary of the Chongqing Municipal Party Committee, and later served as the acting mayor of Chongqing.

On January 20, Hebei Province and Jiangxi Province also successively established the governor candidates. Wang Zhengpu is the governor of Hebei Province, and Ye Jianchun is the governor of Jiangxi Province.

2022 is the year of the transition of the CCP’s high-level power. Among more than 30 provinces across the country, more than a dozen provincial-level “top leaders” have been selected. With the gradual opening of the CCP’s provincial and local two sessions (NPC and CPPCC) this year, it is expected that the “top leaders” of various provinces and municipalities will be in place one after another.
