On the evening of October 24, Zhang Mouhong, party branch secretary of Luohan Village, Xiaosi Township, Caidian District, Wuhan, and his four family members were killed at home, and one child was seriously injured and admitted to the hospital. The suspect was Gao Mouhui, a villager in the same village. He also killed a woman and killed a taxi driver while driving away. On the same day, Gao Mouhui escaped to the Yangtze River Bridge and jumped off the bridge. The police are still searching.
Regarding the reason for Gao Mouhui’s murder, some Lu media only mentioned that “it may be related to the expropriation of his fish pond.” On the 27th, China News Weekly, which is managed by the Chinese Communist Party media Zhongxin.com, mentioned some details about the Gaojia Yutang case in its report.
According to reports from the villagers, a few years ago, the local government launched the so-called “returning farmland to the lake” operation, and large tracts of fish ponds were expropriated and included in the Chenhu Wetland Nature Reserve in Caidian District. The thirty to forty acres of fish ponds owned by Gao Hui’s family are also among them.
The expropriated fish ponds are divided into the core area and the buffer zone at the interval of Zhangchenyuan in the village. The compensation method for the core area is a one-time buyout, about 300 yuan per mu. The buffer zone can receive compensation every year, and an extra mu can be given to seven or eight hundred yuan per year. The fish pond of Gao Mouhui’s family is listed as the core area, and his fish pond is next to Zhang Chenyuan, separated by a dam.
Gao Mohui’s father had contacted the then village party secretary of Xu’s name because of the compensation.
Villagers said that the inconsistent compensation standards may make Gao’s family unacceptable, or it may be that the compensation fee is too low to make Gao’s family dissatisfied.
According to the calculations of the villagers, the 30 to 40 mu fish ponds of the Gao family were designated as the core area, and only a one-time compensation of about 10,000 yuan was received. Since then, a major source of income has been lost; but if it is included in the buffer zone, every year thereafter Can receive about 20,000 yuan. The actual economic value of dozens of acres of fish ponds may not stop there. This matter may also involve early investment in fish ponds or loans.
According to the local official media “Yangtze River Daily”, Luohan Village is one of the remote and impoverished rural areas in Wuhan. Before the so-called “overall poverty alleviation” in 2017, 75 of the 509 households in the village had registered poor households.
