[NTD News September 13, 2021, Beijing time]The Chinese Communist Party’s regulators earlier launched a heavy attack on off-campus training and tuition institutions, causing the once-popular Chinese education industry to evaporate tens of billions of dollars in market value. On September 11, the Beijing Municipal Education Commission launched a “white list” of off-campus training institutions, which includes well-known tutoring brands such as New Oriental.

On the 11th, the Beijing Municipal Education Commission announced the first batch of “whitelists” of subject-based off-campus training institutions on its official WeChat account. A total of 152 training institutions were on the list, including well-known supplementary education brands such as New Oriental, Xueersi, and Xueda.

The so-called “white list” refers to the list of non-profit discipline-based off-campus training institutions that meet regulatory requirements in terms of school qualifications, school behavior, fund supervision, and epidemic prevention and control.

The Beijing Municipal Education Commission also issued a reminder for parents, requiring that the fees of subject-based off-campus training institutions should be publicized. The one-time fee should not exceed 3 months or 60 class hours. If the periodic fee and the fee per class are charged at the same time, choose The charging period is shorter.

In addition, it is required that the letter of commitment of off-campus training institutions for disciplines should be posted in a prominent place in the school. Information on teacher qualifications, advanced training without exceeding the guidelines, and training time shall not conflict with the teaching time of primary and secondary schools, and the end of offline training shall not be too late Make a public commitment at 20:30, leave no homework, and include fund supervision.

“Beijing Youth Daily” commented that Beijing is undergoing a gradual and comprehensive reform of “double reduction”. On July 24 this year, the Chinese Communist Party issued a policy of “double reduction” in education, requesting to reduce the burden of homework and off-campus training for students in compulsory education, and restrict subject training.

According to the provisions of the “Double Reduction” document, existing discipline training institutions are uniformly registered as non-profit institutions, and they are not allowed to be listed for financing, and capitalized operations are strictly prohibited.

On August 21, the Chinese Communist Party’s official media published a signed article “Double Reduction Releases the Signal of Education De-industrialization”.

The CCP’s policy for the industrialization of education was led by Chen Zhili, the Minister of Education during the former CCP leader Jiang Zemin’s administration, in 1999. After the implementation of this policy, the Chinese education community has blatantly charged tuition fees and caused strong social dissatisfaction.

The main feature of the “Industrialization of Education” of the Jiang Group is profitability, abandoning the public welfare nature of education, and treating education as a business to operate and make money. The supplementary education industry has grown up under the background of the industrialization of education.

Epoch Times commentator Tang Ao said, “The fundamental purpose of the CCP’s implementation of double reduction is of course to strengthen the party’s ideological control over the Chinese and to strengthen its control over education. However, the authorities may also want to eliminate Jiang Zemin’s political legacy and deny it. Jiang’s industrialization of education.”

However, he believes that “overwhelming water is hard to harvest, and the industrialization of education is poisoning more than one education industry or a generation. The Chinese Communist Party may destroy off-campus training, but it is unlikely to reverse the industrialization of education. Because the CCP sucks from top to bottom. It’s almost impossible to expect a corrupt political party to return a clean education industry to the Chinese people.”
