On July 6, the Beijing Municipal Health and Health Commission issued a new regulation, of which the most concern is: “…enter offline training institutions, libraries, museums, sports venues, fitness venues, performance entertainment venues, Internet cafes, etc. People in crowd gathering places must be vaccinated (except those who are not suitable for vaccination), and other places with current restrictions and appointments will give priority to vaccinated people…” The above measures will be officially implemented from July 11, 2022 (Monday).

Zhang Kai pointed out that the above-mentioned regulations of the Beijing Health and Health Commission are contrary to the State Council’s “informed, consent, and voluntary” principle on vaccination against the new crown (CCP virus).

Zhang Kai said in the information disclosure application that according to this principle, he himself has not been vaccinated, and he believes that this regulation by the Beijing Health and Health Commission has harmed civil rights. To this end, he submitted an application for information disclosure to the Beijing Health and Health Commission as a citizen, hoping that the Beijing Health and Health Commission will issue relevant regulations in strict accordance with laws and regulations.

The information requested to be disclosed in the application includes:

3. 4. In the decision-making process of the above measures, based on the compliance review report, expert argumentation opinions, and the list of relevant expert groups.

5. Decision-making suggestions, decision-making drafts, and investigation and research reports for the above measures.

6. Risk assessment report of the above measures; legality review report, opinions, etc.

The reporter called the National Health Commission of the Communist Party of China, the Beijing Municipal Health Commission, and the Beijing Center for Disease Control and Prevention on the 7th, but they were unable to connect.
