Hu Jia inferred that the “Chaoyang Masses” might have transformed from a mysterious organization of the nature of “underground work” to formally organized regional stability maintenance members, guided or appointed by officials, and with specific and detailed functions, and became the mass whistleblower of the Communist Party.
