BELLUNO. It has been at the top of the prefecture of Belluno for just over five weeks. It is time for the prefect Mariano Savastano to draw up an initial assessment of his experience in the Dolomites, including Anas construction sites, working tables for the economy, the consequences of Vaia almost three years after the perfect storm, the requests of the mayors and the role of Palazzo dei Rectors in provincial events.

A month and a half ago you found yourself catapulted to Belluno. Did he know he was coming here?

“No, I didn’t know, I just knew that it could happen that I was appointed to a new location. In the afternoon I got the news that I had become prefect and then they told me that the headquarters was Belluno. I was very happy with the choice of a city in the Veneto region, I am Neapolitan and I have worked a lot in Lombardy and Piedmont. This is a very beautiful and culturally rich region ».

What is the balance of these first weeks in the Belluno area?

«I would say very good, I am fine. Everyone told me that the people of Belluno are closed and shy people. Maybe I was lucky, but the people I met made the work easy in these first intense weeks ».

Have you already begun to get to know the area?

«Still not long, I obviously went to Longarone to lay a wreath for the victims of the Vajont and, taking advantage of the arrival of the Giro d’Italia, I went to Cortina a few days before the race, to meet the administration. So I traveled the Alemagna and I was able to understand the construction sites and the work in progress. With the administration of Cortina we have set up the work for the near future. In view of the Olympics it is necessary to start working immediately, which is why I also met Anas, with whose leaders I talked about the construction sites, the three variants and the two ring roads. I will follow this whole game with the utmost attention, trying to give my contribution for the speed of the work and respect for legality ».

Precisely on this last aspect, in recent days the unions, on the pages of our newspaper, have launched the proposal of a “points license” for the companies that operate in the many construction sites active now and in the future in the Belluno area. The industrialists agreed. There will be a lot of money and there will be a lot of jobs to watch over.

«The control procedures on the construction sites that have been put in place for the World Cup and the structures that have operated in recent years against criminal infiltrations have certainly not been dismantled, on the contrary they continue to operate. Checks are made every week, site weeklies are used, workers and companies are checked. It is a work that continues and that must be implemented. I will meet trade unions, such as Inail regarding workplace safety. It is a question of refining the tools that are already in place, perhaps adding new forms of control such as those proposed by the unions. On the front of legality, the guard must be kept high ».

You were able to see the effects of the Vaia storm on the Belluno area. Also in this case there are many open construction sites and other works that are about to start.

«When I was in Cortina, on the way back I crossed the Giau pass and went down to Belluno crossing the Agordino. It is impressive what happened and what can still be seen. There is a cautious optimism in this case too, there are active construction sites, others will be opened. This is a great opportunity to secure the territory, raise embankments, restore works destroyed by Vaia, and at the same time let companies work. I think that after every dark period, after every dramatic experience, we must have the strength to stand up, to rebuild. The Government is preparing this recovery and resilience plan: it is a unique opportunity, and I repeat a unique one, for the rebirth of the country ».

Many administrators but also citizens find themselves fighting every day against bureaucracy, against cumbersome and complex rules. What can the prefecture do to listen to the discomfort of local authorities?

«In the meantime it must be said that we are working on the simplification decree, we will study it. I offer the mayors the availability of the prefecture to study the methods of simplification. We can be promoters and collectors of local instances which must however become proposals. Let’s not expect help to always come from the center, even we in the suburbs must do our part ».

«When I arrived in Belluno the two crises had already broken out. There are tables going on at national and regional level. I am following with attention and apprehension what is happening and all my solidarity goes to the workers ».

Prefect, are the prefectures still needed?

«I would say yes», he replies with a smile, «the last ministers of the Interior were able to touch firsthand how important the territorial offices of the Government are. This is the office that, among the many others in the area, works for social cohesion, to mediate, to meet the demands of citizens. This is not a political office, it does not pursue partisan interests, it is the place where all the actors, public and private, who work in the area weave together a web, so that it is refined and solid ».
