Borgofranco announces purchases on Amazon thanks to the agreement reached between the multinational and “Asmel”, the Association for the subsidiarity and modernization of local authorities. The agreement allows to overcome the constraints of the public administration as well as those of the e-commerce site, which requires, for example, the advance payment and does not accept the “split payment”, the divided payment in which the private subject collects the invoice amount net of VAT, which will be paid by the PA Asmel is registered on Amazon as a holding company with 3,500 members throughout Italy, who can now place orders with the credentials provided by the association. Receiving the goods in 24 hours without paying, thanks to the credit line granted to the latter.
Only after verifying the suitability of the product does Asmel settle the balance and send the invoices to the municipalities. “An initiative – says Fausto Francisca, mayor of Borgofranco – based on the principle of subsidiarity. Asmel’s experiences in digitization show that efficiency and simplification are achieved by aggregating services and not entities ».
However, it is an unexplored territory: it remains to be verified which purchases can be made outside the Consip system and other public accreditation systems. In fact, there is more than one dispute between Asmel and the National Anti-Corruption Authority (Anac). All are played in the forefront and on the edge of the technicality.
