LUCCA – Confiscated movable and immovable property for 750 thousand euros. The Guardia di Finanza of Lucca has enforced a confiscation decree issued by the Court of Florence against a 45-year-old businessman from Caserta, residing in the province of Lucca. The activity is inspired by the “Ghost Tender” operation, conducted by the Economic-Financial Police Unit of Lucca which, in March 2018, under the coordination of the District Anti-Mafia Directorate of Florence, had led to the first seizures of assets, to the arrest of 5 people between Tuscany and Campania and to the free report of further responsible persons as belonging or supporters of a criminal association operational since July 2013 in the province of Lucca and contiguous to the Casalesi Camorra clan, rooted in the Caserta area, dedicated the illegal award of contracts, fraud in public supplies and money laundering.

As part of the investigations, a criminal group had been identified that revolved around building contractors residing in the province of Lucca and Caserta who, using nominees and compliant companies, many of which “open and close”, were awarded dozens of ASL 3 contracts. – Napoli Sud (based in Torre del Greco) – for millions of euros – in relation to construction contracts banned with amounts below the threshold values, above which the ordinary award procedure would be envisaged.

Furthermore, the association had established corruption relations with an ASL manager, who not only had awarded the contract in violation of the rules of transparency, fairness and impartiality, but had even allowed the association to obtain payment even in the absence of any execution of the works. In this way, the companies attributable to the criminal group were, in turn, awarded numerous contracts for works falsely attested to as having taken place, but in fact largely not carried out.
