In this regard, we solemnly reiterate that the general public is requested to strictly abide by the “Regarding the Law on Severely Cracking Down on the Prevention and Control of the New Coronary Pneumonia Epidemic” The Announcement of Illegal and Criminal Acts (see below) stipulates that any behaviors that deliberately conceal the history of residence in high-risk areas or the place where the epidemic occurred, contact history of confirmed cases, and other serious consequences caused by refusal to comply with epidemic prevention and control regulations, will be severely dealt with in accordance with the law.

Announcement on Severely Cracking Down on Illegal and Criminal Activities Endangering the Prevention and Control of the New Coronary Pneumonia Epidemic
In order to further do a good job in the prevention and control of the new crown pneumonia epidemic, effectively guarantee the safety and health of the people, maintain the city’s public order and the overall social stability, in accordance with the “PRC Law of the People’s Republic of China on the Prevention and Control of Infectious Diseases” and “Public Security Management Punishment Law of the People’s Republic of China” “The Criminal Law of the People’s Republic of China” and other laws and regulations will severely crack down on the following violations and crimes involving the epidemic. The announcement is as follows.
1. Failure to provide or conceal the travel history and close contact history of the epidemic area in accordance with the requirements of prevention and control, refuse to accept relevant testing or epidemic prevention, diagnosis and treatment measures, and leave the isolation place without authorization.
2. Patients with confirmed new coronary pneumonia, asymptomatic infections, suspected patients and their close contacts deliberately enter public places or conceal information from contact with others, or spread the virus through other means.
3. Refusing or obstructing medical rescuers, epidemic prevention personnel, people’s police, community workers, and other relevant department staff from performing their duties of epidemic prevention and control in accordance with the law.
4. Beating, intentionally hurting, or intentionally killing medical staff; infringing on the personal rights of medical staff by means of violence, threats, blatant insults, intimidation, slander, etc.
5. Production and sales of fake or inferior masks, protective clothing, disinfection syrup and other medical equipment, medical sanitary materials and other medical supplies, as well as fake or inferior drugs.
6. To drive up prices of various anti-epidemic supplies and commodities for the people’s livelihood, stock up on odds, take advantage of the fire, rob, make huge profits, and disrupt the market order and the protection of people’s livelihood.
7. Fabricating, spreading, or disseminating rumors, terrorist information, false information about the epidemic, falsely reporting the epidemic, police information, creating panic, and disrupting public order.
8. Violating the traffic management regulations for epidemic prevention and control, refusing to listen to dissuasion, forcing traffic, or deliberately blocking road traffic, obstructing the traffic of police cars, ambulances, and official vehicles performing tasks, and other disturbances to social order and traffic order.
9. Refusing to implement other content required by the announcements, decisions, or orders of epidemic prevention and control issued by the people’s government in accordance with the law.
10. Other illegal and criminal acts that disrupt epidemic prevention and control work and social order.
Those who commit the above-mentioned illegal acts shall be given administrative punishments in accordance with the law; if they constitute a crime, they shall be investigated for criminal responsibility in accordance with the law. After the announcement of this notice, those who take the initiative to report the above situation to the relevant departments shall be dealt with lightly in accordance with the law.
