Faced with the declining birth population in China, in August this year, the Standing Committee of the 13th National People’s Congress passed the “Regarding the Amendment to the Population and Family Planning Law.” Since then, various provinces have successively initiated the revision of local population and family planning regulations, and introduced various measures to encourage childbirth to give birth to a couple with three children. This Wednesday (1st), the Standing Committee of the People’s Congress of Guangdong Province voted and passed the decision to amend the “Regulations on Population and Family Planning of Guangdong Province”, adding parental leave, one-child care leave, and establishing a universal childcare service system, etc. ; It is proposed that remarried couples can have three children, no need to pay social support, new parental leave and nursing leave, and the government to share the pressure of raising children and other preferential treatments.

Lu Jun, the co-founder of Beijing Yirenping Center, said that China’s family planning policy has been implemented for decades, which has caused a serious problem of the imbalance between men and women and the aging population. Although it is good to revise the policy, it is too late.

He told Radio Free Asia: “The fertility rate has dropped sharply and it has been accumulated. Although the government’s general principles and directions are good, the specific measures are still not in place, and some measures are even counterproductive.”

Scholar: The government does not give specific subsidies to families with newborn babies

The army said that after the birth of a child, each couple spent a huge amount of time, energy, and extra expenditure: “Someone has calculated that raising a child may increase the expenditure by millions of yuan. The current revision of the family planning regulations in Guangdong Province Look, I haven’t seen how much financial help the government provides to a family’s childbearing, nor has it mentioned tax reductions or exemptions, which are preferential.”

The “Family Planning Regulations” amended by Guangdong Province deleted the collection of social maintenance fees, illegal liability for marriage and childbirth certification, and enforcement; the woman enjoys an additional 80 days of incentive leave on the basis of the prescribed 98 days of maternity leave; the man enjoys 15 days of paternity leave ; Support the provision of childcare services for employees in the workplace.

Many netizens dismissed the revised “Family Planning Regulations”. The netizen “Li_Saisai” wrote in a message: What is missing is the money for raising a baby, not the ten-day holiday. “Thousands of crows and hundreds of pigeons” leave a message: “Don’t add any leave, let’s implement the annual leave first.”

Most of the provinces’ new family planning regulations take extended maternity leave as a “preferential”

Xinhua News Agency reported that as of November 28, more than 20 provinces in China have completed or initiated amendments to the law. Among them, extending maternity leave, adding parental leave, and issuing subsidies have become frequent words.

Most of the measures to encourage childbirth in more than 20 provinces focus on increasing maternity leave. For example, Zhejiang extended the maternity leave for the first child by 60 days, and extended the maternity leave for the second and third child by 90 days. Shaanxi Province grants 180 days of reward leave. Shanghai, Zhejiang, Heilongjiang and other places stipulate that before their children are 3 years old, both spouses can take “parental leave” every year; in Anhui, it is relaxed until 6 years old.

It is Panzhihua City, Sichuan Province that is willing to pay the subsidy, which provides a subsidy of 500 yuan per child per month to households with two or three children; Shihezi, Xinjiang, provides subsidies of 500 yuan and 1,000 yuan. The Army said that in many Western countries, the government provides financial subsidies for every child born to parents, and childcare institutions are in the hands of the government.

China expects the birth rate of newborns to be close to zero next year

Current affairs commentator Wang Zheng believes that the government encourages people to have a third child in various ways, which is directly related to the depletion of the demographic dividend.

He said: “The government also wants to use the demographic dividend to attract international capital, but with the pressure on people from the economy and living standards, the people feel miserable. So (the authorities) continue to encourage childbirth, but the people don’t want to have children anymore. The second policy revision can be seen in the developed coastal provinces. With the disappearance of the demographic dividend, the economic momentum has continued to decline, and the epidemic has lasted for two years, and most of the capital has been evaporated. The government has no real economic support, and the national land tax is used as fiscal revenue. The bottom society is now encouraged The people give birth to their third child and create productivity.”

According to official statistics, in 2017, the number of newborns in China was only 17.28 million; in 2020, it dropped to 10.035 million. Moreover, the decrease in the birth rate of newborns has led to a decrease in the population and an increase in the proportion of the elderly in the population structure. According to estimates by population experts, China’s newborn birth rate in 2021 is close to 0%.
