The competent authorities of the SCO member states hold the “Papi-Anti-Terrorism-2021” joint anti-terrorism exercise

According to the resolution of the 36th Council of the Shanghai Cooperation Organization’s Regional Anti-Terrorism Agency, from September 21 to October 4, 2021, the SCO code-named “Papi-Anti-Terrorism-2021” Organized a joint counter-terrorism exercise by the competent authorities of member states to be held in Pabi City, Pakistan. The exercise was hosted by Pakistan, and the competent authorities of SCO member states sent anti-terrorism law enforcement forces to participate. This is the first time that China’s counter-terrorism law enforcement forces have participated in the joint counter-terrorism exercises by the competent authorities of the member states of the SCO. It is of great significance for our forces to participate in international cooperation in law enforcement and security.
At present, the international and regional security situation is complicated, and the situation in Afghanistan has changed suddenly. The “three forces” are trying to take advantage of the chaos and infiltrate the SCO region to carry out illegal and criminal activities. The risks faced by member states are increasing. The exercise closely integrates the current international and regional security situation changes, and aims to respond to the activities of the “three forces” in hotspots and infiltrate and sabotage the SCO region, improve cooperation mechanisms, improve the level of intelligence exchange and action coordination among all competent authorities, and enhance joint anti-terrorism capabilities , To demonstrate the firm determination to cooperate in combating the “three forces” and jointly safeguard regional security.
The exercise was implemented in two phases. In the first stage, under the coordination of the Executive Committee of the SCO Regional Anti-Terrorism Agency, the competent authorities of each member state will carry out counter-terrorism intelligence exchanges and sharing, collection, research and judgment, and action disposal in their respective countries in response to possible terrorist activities. In the second stage, in accordance with the relevant procedural agreements for the organization and holding of joint counter-terrorism operations and exercises within the SCO member states, the competent authorities of Pakistan invited the Chinese Ministry of Public Security’s counter-terrorism law enforcement forces to carry out joint counter-terrorism exercises. Competent authorities of the SCO member states participated in the exercises to carry out real-force physical exercises, focusing on sniper warfare, helicopter landing assault, indoor anti-terrorism warfare, urban warfare and street fighting, terrorist removal, hostage rescue, individual and team combat against terrorism. Conduct exercises on skills exchanges and other content, and carry out joint counter-terrorism tactical operations. The Executive Committee of the SCO Regional Anti-Terrorism Agency, the competent authorities of each member state and relevant international organizations sent personnel to observe the exercise.
This year marks the 20th anniversary of the establishment of the Shanghai Cooperation Organization. In the past 20 years, under the strong guidance of the “Shanghai Spirit”, China and its member states have always prioritized the maintenance of regional security, and have formulated important cooperation documents such as the anti-terrorism convention and the anti-extremism convention under the framework of the Shanghai Cooperation Organization. A pragmatic cooperation mechanism for combating the “three forces” has been established to jointly respond to threats and challenges. The joint counter-terrorism exercises by the competent authorities of the SCO member states have been institutionalized and are held in turn every year. The Ministry of Public Security of China held three “Tianshan” series of joint counter-terrorism exercises in 2006, 2011, and 2017.
