After investigation, Yang carried 612 social security cards and had withdrawn more than 150,000 yuan in cash.

Yang is accused of colluding with the heads of some township labor service stations from the end of 2015 to January 2021 to collect more than 900 social security cards of the deceased. Due to the untimely update of information, the system continues to issue social security funds to these social security cards. Yang illegally obtained the social security funds in these cards and then gave them to others, and kept the rest for himself.

Subsequently, Yang Mou also bought Liao Moumou, a cadre of the issuance unit of the Agricultural Insurance Center of the Human Resources and Social Security Bureau of Hengnan County, and asked him to help activate the suspended social security card and obtain social security funds from it. As more and more cash was withdrawn, Yang found Wu, the director of the center, and offered him a favor, asking him to “give the green light” when approving the monthly pension. They also obtained more funds by raising the distribution standard and moving the distribution time forward.

According to reports, the persons involved in the case obtained and embezzled more than 17 million yuan of pensions by means of renewal of treatment, replacement of treatment and adjustment of treatment.

At present, 9 public officials suspected of joint embezzlement and 2 public officials suspected of dereliction of duty have been prosecuted, and 28 officials have been held accountable.
