The Covid decree that regulates reopening from Monday April 26 it was launched on Wednesday in a Council of Ministers that lasted just half an hour but the next day was very long. Because the Regions have contested the measures included in the provision in particular on curfew time (confirmed for 22 but which the “governors” wanted extended by one hour) and the percentage of the return in presence at school. The president of the Conference of Regions Massimiliano Fedriga he wrote a letter to the Prime Minister with the regional authorities and asked for a meeting before the trial was launched. Request ignored: the text signed by arrives in the evening Mario Draghi.

But the Minister for Regional Affairs, Mariastella Gelmini, he assured: «The curfew will not last until July 31, and we can’t wait to abolish it. Every two weeks a check to all the measures provided for by the decree: the first will be in mid-May ».

School: 70% in attendance but with exceptions

The point that is most controversial is still that of the school. The government has established that from Monday in the yellow and orange zone all elementary and middle school children will be among the schools, while in the upper schools the presence will be at least 70% and up to 100%. In the red zone all present up to the eighth grade, while in high school the activity in class will take place at least 50%.

Numbers disputed by the Regions. In the negotiations with the Government, the regional presidents had indicated 60% as the maximum achievable ceiling for the return to class of high school students, taking into account the problems on the transport front and the risk that returning to class give new life to the infections. Massimiliano Fedriga, president of the Conference of the Regions, spoke of a “cracked” collaboration: «In the Council of Ministers an agreement signed between institutions has been changed and this is a very serious precedent, I don’t think it has ever happened».

The Minister for Regional Affairs, Maria Stella Gelmini, he clarified: «On face-to-face teaching, the Regions had asked to start from 60% and in this sense we had reached an agreement. Draghi asked to make a further effort, he set a higher minimum goal, to try to do everyone better, every day. In the decree there will be written 70%: but we will not put anyone at risk. If it is not possible to insure these quotas, Regions and local authorities may derogate. We are working to find the right team ».
