It can no longer be wrong, it can no longer happen. The meeting convened today by the Minister of the Interior, Luciana Lamorgese, marks a turning point in the action of public order. The alarm on Forza Nuova, the protagonist of the clashes in Rome on Saturday 9 October with the final assault on the CGIL headquarters, is just one of the hot dossiers on the tables of the Viminale. The No Vax and No Green Pass tensions cross the peninsula in fluid mode, as insiders say. Information prevention without holes or surprises and maximum efficiency on the square are now the line of the Interior Ministry without any failure or hesitation. If necessary, but only in that case, force will be used.
Risky situations everywhere
Province by province, prefect and quaestor are focusing on every situation at risk. On Friday the green pass is mandatory for everyone. The risk of tension, unrest, improvised or unauthorized demonstrations is around the corner. Indeed, out of metaphor, in front of the eyes in many cases. Minister Lamorgese thus brings together the head of the Police Lamberto Giannini, the general commanders of the Arma, Teo Luzi, and the Guardia di Finanza, Giuseppe Zafarana, plus the heads of intelligence (Aisi, Dis and Aise). The errors that emerged in Rome need to be put to good use. They don’t have to repeat themselves. And above all, the jagged and insidious picture of the threat must be evaluated and weighed.
Action for public order
At the Viminale there was talk of possible circulars intended for those responsible in the area of public safety, prefects and quaestors. The latter are the final “fuses”: it is up to them to issue the ordinance in the manner of the public force services employed. And they are the first to respond in case of problems. After today’s meeting of Cnosp, the national public order and security committee, which sees the minister with the top management of the security and intelligence sector, the possible sending of a circular to the territorial authorities will be evaluated. The Chief of Police, in turn, is about to send a circular on the green pass to the Quaestors and citizens’ access to the police headquarters.
Established standards and practices
But any circulars on public order can only be generic because each quaestor and prefect must deal with the reality of their province. Nor can the intensity of the use of force be accentuated. Beyond the law, the management methods of the square are now consolidated after the circular of the then police chief Antonio Manganelli. Physical confrontation must be faced only in unavoidable and most critical situations: but it must never be sought or solicited. Then, of course, anything can happen in the concrete of the screams and confusions in the square. And certainly the Minister of the Interior will not admit other episodes such as those on Saturday. They would be intolerable, as the Prime Minister Mario Draghi also implied. It is likely, by a coincidence of interests, that the level of tension will eventually subside.
