This morning (18th), at the 5th China-Arab States Expo Water Resources Forum held in Yinchuan, Ningxia, China’s Vice Minister of Water Resources Wei Shanzhong said that at present, China’s online monitoring of water consumption has reached more than 50% of the total water consumption. Full coverage of online water quality monitoring has been achieved in drinking water source areas, and the ability to monitor the amount of water discharged from important river and lake sections has been effectively improved. The electronic license for water intake permits has become the first batch of electronic licenses for high-frequency applications in the country. These indicate that China’s digitally empowered water resources have achieved significant results in stages in the efficient use of water resources.

According to United Nations statistics, since the 1980s, global water consumption has increased at a rate of 1% per year. It is estimated that by 2050, more than 2 billion people will live in countries with severe water shortages. Wei Shanzhong said that strengthening water governance, improving water ecology, and ensuring water security are the common pursuit and goal of all mankind. The Chinese government has always attached great importance to the intensive and safe use of water resources. In 2020, China’s water consumption per 10,000 yuan of GDP (current price) will be 57.2m³, and the water consumption of 10,000 yuan of industrial added value (current price) will be 32.9m³, respectively. In 2015, it decreased by 28% and 39.6%. During the “Thirteenth Five-Year Plan” period, the effective utilization coefficient of farmland irrigation water was increased from 0.536 to 0.565, the leakage rate of urban public water supply pipe network was reduced to about 10%, and the total water consumption of the country remained at about 610 billion cubic meters. With 6% of the world’s freshwater resources and 9% of arable land, China has solved the food problem of about 20% of the world’s population, effectively ensuring the sustainable and healthy development of the economy and society, and has also made positive contributions to global development.

In recent years, the Ministry of Water Resources has vigorously promoted smart water conservancy as a significant symbol of high-quality development of water conservancy. It has successively implemented a number of major information projects such as the National Flood Control and Drought Relief Command System, the National Water Resources Management System, and the Water Conservancy Government Service Platform. The three monitoring systems of, water function zones, and large rivers and provincial boundaries have established a three-level water resources management information platform for the Ministry of Water Resources, river basins, and provinces (autonomous regions and municipalities), and a unified national water extraction permit electronic certificate system has been launched.
