The level of digitization of Italian municipalities is improving, which began in the pandemic phase and is now driven by the NRP. In fact, 41 capital cities reached a “good” level of digital maturity in 2022, 25 more than last year’s 16. Out of the total, 10 obtain the highest score in all the areas analyzed: these are Bologna, Brescia, Florence, Genoa, Lodi, Milan, Modena, Padua, Pisa and Rome capital.

The data emerges from theSurvey on the digital maturity of the capital municipalities, created by Fpa (Digital360 group), for Deda Next (formerly Dedagroup public services), a company committed to accompanying the digital transformation of public administration and public service companies. The research will be presented today at the Forum Pa 2022, during the conference Digital PA 2026: the digital maturity of the Municipalities with respect to the objectives of the NRP. The survey analyzes the degree of digital maturity of the 110 Italian provincial municipalities on the basis of three dimensions: Digital public servicesi.e. the online availability level of 20 of the main services for citizens and businesses; Digital Paie the integration of the Municipalities with the main enabling platforms identified by the three-year plan for public IT (Spid, Cie, PagoPa, AppIo); Digital Opennesswhich measures the degree of openness of municipal administrations in terms of the number and interoperability of open data and the level of communication with citizens through social channels.

Therefore, there are 41 cities with a good level of digital maturity and, according to the report, compared to 2021, the number of municipalities located in the lower ranges is reduced: those in the medium-high range go from 50 to 42, those in the medium -low from 36 to 25, those at the lowest level from 8 to 2. The improvements are also reflected «also in a mitigation of the differences traditionally linked to structural factors such as geographic location and size of the institution. Although, on a general level, these factors still have their weight. In the medium-low range there is still a prevalence of cities belonging to the South (15 out of 25) and of small businesses (14 out of 25), but these differences are attenuated ». Among the 41, in fact, although with a prevalence of northern realities, there are also seven cities in central Italy and as many in the South. “The results of the survey – says Gianni Dominici, general manager of Fpa – represent an excellent starting point for the city ​​digitization process outlined by the NRP, which will require municipal administrations to make a decisive change of pace “.
