Contracts and subcontracts. For subcontracts, on the other hand, the share of works that can be entrusted to external firms has been increased from 40% to 50%. At least until October. And in the text of the decree special guarantees appear. The contract, we read, “under penalty of nullity, cannot be transferred”, as well as the integral or “prevailing” execution of the works. The subcontractor must guarantee the same quality standards provided for in the contract and pay workers the same economic and regulatory treatment that the main contractor would have guaranteed, including the national collective agreement. The contracting authorities must also ensure “a more intense” protection of work and the health and safety of workers and “prevent the risk of infiltration”. The issue, which is particularly delicate, should in any case see a further “technical confrontation” aimed at finding a compromise in the coming weeks.
Women and young people. The contracting authorities will have to include specific clauses in the calls to “promote youth entrepreneurship, gender equality and the recruitment of young people and women”. In particular, the «necessary requirement» for companies participating in the recovery plan tenders will be the obligation to hire a quota of not less than 30% of young people under 36 and women.
La governance. The text of the decree provides for the establishment of a permanent table at Palazzo Chigi. The Ministry of Economy is responsible for financial monitoring and relations with the European Commission. The third level of governance sees the participation of local authorities when dealing with issues of regional interest. Instead, the hiring of 350 technicians for the implementation of the provisions on governance of the NRP is skipped.
Superbonus: no to hotels. Skip the extension of the Superbonus to hotels. The 110% super bonus is removed for properties falling within the cadastral category D / 2, the one that concerns hotels and pensions (for profit) while it is extended to nursing homes and hospitals, outpatient clinics, nursing homes and hospitals , Colleges and boarding schools, or for the owners of properties falling within the cadastral categories B / 1, B / 2 and D / 4.
Digital certificates.
