“The real challenge as soon as the plan is delivered is to find a way of implementing it”, continued Draghi, “where local administrations and the central government, which are called upon to undertake a large amount of interventions, can find a governance scheme. The key point is not what Palazzo Chigi does, but what committees are formed. The process for the ministries is clear, but the coordination between the government and local authorities, which are the implementers of the plan to which just under 90 billion is destined, is much more complex ”.

The Prime Minister then referred to the scope of the plan, which «allows investments that would have been impossible and unthinkable until a few days ago. It is an investment in the future and in the new generations ». An investment that provides, among other things, “the allocation of 6.3 million for broadband and 5G”.


Young people and women. «We must guarantee welfare, housing and safe employment to young people. I talked about the youth plan, housing and mortgage tax incentives. This plan guarantees the right to education in an equitable and adequate manner, almost a billion for student accommodation, half a billion for scholarships ». The plan, continued the premier, also includes important measures in support of working women. “There are interventions in favor of female entrepreneurs, but above all a full-bodied package to help lighten the family burden that often weighs on the shoulders of women”.

Super bonus. It will be confirmed in 2023, Draghi clarified. For this measure, between Pnrr and the complementary fund, over 18 billion are foreseen, the same resources allocated by the previous government. «The measure is financed until the end of 2022, with an extension to June 2023 for public housing. For the future, the government is committed to inserting an extension to the bonus for 2023 in the 2022 budget bill, taking into account the data of its application in 2021 ”. “The eco-bonus pulls little because the procedures are complex”, explained the Prime Minister, winning the first applause of the classroom, “we will bring important simplifications so that people can really use it”.

Energy transition. “Either we implement the reforms or the energy transition will require … you do the math, more than 30-40 years …” said Draghi. “It is clear that the transition should aim at the use of green hydrogen. it will require unprecedented effectiveness in reaching the targets for the generation of electricity from renewable sources, without which alternative techniques for the generation of the hydrogen vector will have to be considered.The expected target is 72% of global electricity from renewable sources in 2030.
