Eco-incentives for cars: questions from Monday with the novelty of used cars

The procedure for collecting requests opens on the platform of the ministry. Contributions of up to 10 thousand euros, also provided for funds for second-hand vehicles

UDINE. The new incentives for the purchase of ecological cars set out in the Sostegni bis decree start on Monday.

From 2 August at 10 am it will be possible to book on the platform of the Ministry of Economic Development (ecobonus.mise.gov.it) the bonuses for the purchase of new low-emission vehicles up to 135 grams per CO2 kilometer, with and without scrapping, while From 5 August, concessions for commercial and special vehicles may be requested.

Instead, it will take a little longer for the incentives for used cars, an absolute novelty introduced in the parliamentary process of the dl. In the law converting the Sostegni bis decree, the automotive fund for the purchase of low-emission vehicles was refinanced with 350 million euros.

Compared to the past, explains Mise, the main novelty concerns precisely the allocation of 40 million euros dedicated to used cars, petrol or diesel, of a Euro class of no less than 6 and emissions of up to 160 grams per kilometer of CO2.

To access this incentive, which will become operational after the necessary technical changes to the platform, it will be necessary to scrap a car registered before January 2011, or that has reached ten years in the period in which the eco-bonus is requested.

Appropriations

More specifically, in addition to the 40 million for second-hand vehicles, 200 million are destined for the purchase, exclusively with scrapping, of vehicles with emissions between 61-135 grams per kilometer of CO2. The contribution is 1,500 euros. Another 60 million are allocated to obtain the extra bonus and purchase vehicles with emissions between 0-60 grams per kilometer of CO2. The contribution amounts to 2 thousand euros with scrapping and a thousand without.

Commercial vehicles and leasing

Finally, 50 million go to the purchase of commercial and special vehicles, of which 15 million exclusively for electric vehicles. Among the novelties of the Sostegni bis decree, the ministry recalls, there is the possibility of purchasing this type of vehicle with financial leasing, starting from 25 July 2021. The contributions provided for by the 2021 Budget Law remain unchanged and can therefore be booked on the basis of the “total mass on land” and power supply.

The mechanisms

For new cars, the procedure requires that dealers register in advance in the area of ​​the site developed by Mise, book the contributions relating to each individual vehicle, obtaining, according to the availability of resources, a booking registration receipt. The operation must subsequently be confirmed, following the instructions of the platform. The contribution is paid by the seller directly to the buyer with the system of compensation with the purchase price, from which the amount of the bonus is therefore deducted.

Car manufacturers or car importers reimburse the dealership for the amount of the contribution and recover it as a second step in the form of a tax credit. For used vehicles, as mentioned, it will be necessary to wait for the definition of the procedures that will also change in the management phase of the request on the platform.

In the region

Having acknowledged that, despite the pandemic and the notice of depletion of funds, citizens’ applications for the scrapping contribution had not stopped in 2020, the Region has decided to identify additional resources (8.5 million) to fulfill all the practices in queue. With the result, as underlined by the Regional Councilor for the Environment, Fabio Scoccimarro, that it will be possible to replace over 5,000 polluting vehicles with as many ecological vehicles.
