The Committee on Education, Culture and Worship is chaired by Deputy Luis Tiki González Vaesken.

*This project has already been replaced, promulgated and sanctioned by the well-known “Zero Hunger in Schools”.

In ordinary session, the Committee on Education, Culture and Culture, whose chairmanship corresponds to Deputy Tiki González Vaesken (ANR-Alto Paraná), issued a rejection opinion regarding the bill “That adopts measures to ensure the achievement of the program that makes possible school meals in Paraguayan educational institutions and expands the General Budget of the Nation for fiscal year 2023 – Ministry of Education and Science”.

The document establishes an extension of G. 72.565.326.060 for the adoption of measures that make school snacks possible in public and subsidized pre-school, initial and secondary level establishments of initial, secondary and science education.

This proposal was presented given the possibility, at the time of the presentation of this project (August 2023), that the National Congress would sanction the repeal of an international agreement consisting of a financial cooperation of 38 million euros (non-refundable) by the European Union to our country, which ultimately did not happen.

“The Paraguayan State must guarantee that the school snack in all institutions of the Republic is not interrupted for any reason, considering that it is the responsibility of the State to develop mechanisms, manage resources and finance this project with its own resources,” says part of the statement of reasons.

The ruling for the rejection, as explained by commission spokespersons, is in view of the fact that it is an untimely project (2023), and because another project was presented that was promulgated and sanctioned, known as the Zero Hunger in Schools project.

On the other hand, the bill “Creating the Public University of Integration – Chaco (UPI-Chaco)” also received a rejection opinion, based in the city of Mariscal Estigarribia, Department of Boquerón.

The presentation, according to the project justification document, arises from the urgent need to provide a university in the area as a result of the notable increase in the population, which in the period 2008-2022 had an increase of 65%.

The members of the advisory board decided to rule on the rejection of the project and the reasons will be presented when the project is analyzed in plenary.
