After reducing the excise duties on petrol and diesel by 25 cents per liter for 30 days, from March 22 to April 21, to alleviate the impact of expensive fuel on consumers’ shoulders, the government extended the measure until May 2. “Today I remember that with a ministerial decree signed by me and Minister Cingolani we extended the reduction of 25 cents of excise duty on petrol and diesel by 10 days using the VAT surplus, therefore the reduction of excise duty is extended from today to 2 May », explained the Minister of Economy Daniele Franco at the end of the CDM which gave the green light to the Def, the Document of economics and finance.

Discount of 30.5 cents per liter

According to the indications gathered by some sources, as happened during the first intervention, even on the occasion of the extension, the actual discount on the price of petrol and diesel at the pump is 30.5 cents per liter (25 cents plus 5.5 cents per VAT, calculated on a taxable basis which also includes excise duties).

Finance Decree – Ecological transition

The provision, currently being published, is an interministerial decree (Ministry of Finance and Ministry of Ecological Transition) which has the task of making the so-called “mobile excise” operational system (already foreseen in the 2008 budget) which allows to adapt excise duty on fuel based on higher VAT revenues deriving from the increase in the prices of raw materials.

The first half of the match of the reduction of excise duties on fuels

It is therefore the second half of a match that began with the entry into force, on April 22, of the ministerial decree and the law decree with the “Urgent measures to counter the economic and humanitarian effects of the Ukrainian crisis” (dl 21/2022) . The decree law, in particular, provided that for petrol the excise duty would go from 728.40 euros to 478.40 euros per thousand liters; while for diesel used as fuel the excise duty was reduced from € 617.40 to € 367.40 per thousand liters. The reductions were made in consideration of the economic effects deriving from the exceptional increase in the prices of energy products.
