FISCIANO – Mouths sewn to the Municipality and to Fisciano Sviluppo regarding the seizure of the sums intended for the construction of the composting plant. In the meantime, the Area Authority hopes that the matter will be clarified, expressing concern for the future of a project of great importance in the regional waste management plan. Yesterday, in the meantime, the lawyer Felice Lentini, who represents the mayor Vincenzo Sessa and the manager of the investee company, Andrea Pirone, filed a request for release from seizure for non-existence of the facts to the Review Court. The objection of the Procura di Nocera Inferiore concerns the planimetric maps sent to the Campania Region attached to the project for the site in Prignano, on the border with Mercato San Severino and Montoro, near the ecological island. The investigation, coordinated by the public prosecutor Roberto Lenza and the Chief Prosecutor of Nocera Inferiore, Antonio Centore, started with the complaints of the environmental committees fighting against the establishment of the plant in an area deemed too close to the town. When presenting the plan, the Municipality asked for an advance of 1,950,000 euros, that is 10% of the loan of almost 20 million.

But those plans, according to the magistrates, would refer to a different land from the one where the structure should actually be built. An expedient, they hypothesized, to speed up the procedure and remove the project from an environmental impact assessment, with the advance forfeited “unduly” and used, in part, to pay for the expropriations of land owned by Fisciano Sviluppo. From here to the seizure decree of the advance sum and to the investigation for fraud and attempted aggravated fraud against 13 people, including administrators and technicians. The judicial “earthquake” hit the Irno Valley in the middle of the handover between the Municipality of Fisciano and the Area Authority: the administration of Palazzo di Città, after the TAR had accepted the appeal of the committees (the latter contested the failure to submit the project to Via), in order to avoid a slowdown and the loss of funds, proposed that it was the EDA to conclude the procedure.

“There has already been an operational meeting to verify the conditions of takeover, with the request to the CIPE to extend the terms – explains Giovanni Coscia, president of the Area Authority – We conditioned the protocol with the Municipality to the extension of the deadline. The plant is strategic for waste management in the north of the province and is already included in the preliminary plan presented to the Region. Certainly what is happening does not help us. We hope that it will be completely clear, our concern is that the waste cycle will end. We will take stock with the regional offices to check the state of things ».
