[New Tang Dynasty Beijing time July 22, 2021]Hello, friends, today is July 21 (Wednesday), welcome to “Foresight Quick Review”, my name is Tang Jingyuan.

In the past two days, I believe that my friends have been screened by the news of the extreme rainstorm in Zhengzhou, China, and many of my friends have been shocked by the large number of videos and photos of the tragic flood. This disaster not only attracted the attention of almost everyone because of its huge scale, but also caused great controversy on the Internet platform because of many topics related to disasters and disaster relief. Let’s discuss several related focus topics today.

First of all, one of the most controversial topics is that the main factor of the heavy loss of life and property caused by the heavy rain in Zhengzhou is whether it is natural or man-made.

In fact, this question itself is not so good to look at it completely, because the occurrence of large-scale disasters is often caused by natural and man-made disasters intermingled, interacting, or even strengthening each other. It is difficult to use an accurate three to seven or two. Come to make a judgment. But as far as the Zhengzhou flood is concerned, from my personal information channels and the information that can be collected and verified now, I believe that this time the disaster is caused by man-made disasters more than natural disasters. Especially for Zhengzhou Metro Line 5, which suffered the most casualties in this flood, it is basically certain that it was caused by man-made disasters.

How did this conclusion come about?

Let’s sort it out below.

Natural disaster factors exist objectively

First of all, there is no doubt that the factors of natural disasters exist objectively. Maybe my friends have seen that the official data given by the Chinese Communist Party for the rainstorm is very alarming. It is said that the rainfall in Zhengzhou, Henan Province reached 201.9 mm in one hour. This data is now known to almost all women and children.

For many people, the amount of rainfall of 200 millimeters in one hour is still relatively abstract, so many people who know the situation come forward to compare, saying that the annual rainfall in Beijing is only about 500 millimeters, and the rainfall in Zhengzhou is only one hour. It is equivalent to half a year of rain in Beijing.

Some friends also said that the amount of water dropped by this rainfall is equivalent to pouring 150 West Lake water onto Zhengzhou within an hour. Such a scale can be said to be a once-in-a-century event, or even a once-in-a-millennium event. . Among them, the term once in a thousand years has become the official term of the Chinese Communist Party. The CCTV anchor Hai Xia, who was still proud to praise the official response to “very good” and collapsed because of the heavy rain, is now broadcasting. of.

What’s even more exaggerated is that the Henan Provincial Water Resources Department today issued the highest-level “Emergency Response to Flood and Drought Disaster Prevention”. Since the 18th, the accumulated rainfall of Huancuiyu in Xingyang has reached 854 mm, and the accumulated rainfall of Jiangang Observatory in the same period is 818 mm. , Sigou Observation Station measured 756 millimeters, and the Henan Provincial Water Resources Department called such a value “more than once in 5000 years.”

If we say this kind of statement is a bit uglier, we are playing the public like monkeys and idiots.

Not to mention that Zhengzhou had its first official weather station and its first official rainfall record in 1951, only 70 years ago. As for the previous long 940 years, or even 4940 years, has there never been such a scale of rainfall? Why can the Chinese Communist Party officials assert it?

But it’s inferior to the “75·8 torrential rain” 46 years ago

Indeed, the 201.9 millimeters of rainfall recorded within an hour at 5 pm on the 20th during this torrential rain is one of the highest historical records in Zhengzhou. This is a conclusive fact. But if we check it a little bit, we will know that this torrential rain in Zhengzhou is still much inferior to the “75·8 torrential rain” 46 years ago.

This “75·8 torrential rain” was the dam-breaking incident in Zhumadian, Henan that was covered up at that time and was later revealed.

According to the official records of the Chinese Communist Party, from August 4 to 8, 1975, the rainfall in the center of the rainstorm reached 1,631 mm, and the maximum rainfall in the three days from 5 to 7 was 1,605.3 mm. At that time, Linzhuang, located in Banqiao Reservoir, the center of the rainstorm, recorded a maximum rainfall of 6 hours of 830 mm, surpassing the previous world record of 782 mm in Mysport, Pennsylvania. The maximum 24-hour rainfall recorded at that time was 1,060 mm. Created the highest record of similar indicators in China.

Let’s compare this heavy rain in Zhengzhou. From 8 pm on the 19th to 8 pm on the 20th, the 24-hour single-day rainfall is 552.5mm, which is only half of the “75·8 rainstorm”; from 8 pm on the 17th to the evening 20th. At 8 o’clock, the rainfall for three days was 617.1mm, which was only a little more than one-third of the “75·8 rainstorm”.

Moreover, even if the one-hour rainfall index of 201mm is claimed to break the record, it is actually a bit worse than the one-hour maximum rainfall of 218.1mm in the “75·8 rainstorm”. Regardless of the single-day record of the heaviest rainfall or the total rainfall record of the three days before and after, the Zhengzhou rainstorm is far worse than the “75.8 rainstorm”. The so-called “one encounter in a thousand years” or even “one encounter in five thousand years” is not based on the fact that most people do not understand the Zhumadian incident and deliberately deceive the public?

The CCP officials desperately exaggerated the scale of this torrential rain. The intention was to shirk responsibility for man-made disasters and give God the irresistible factor. You know, even the CCP itself only talked about once in 40 years when it broadcasted the news on the 20th, because they knew the situation of the “75·8 rainstorm” 46 years ago.

Of course, even if it happened once in 40 years, the scale of this torrential rain was huge. But it’s not that natural disasters are so powerful, we can put all the responsibility on God, and ignore the avoidable casualties or property losses caused by disregard of human life, malfeasance, inaction, or chaos, or even assistance to abuse. Cover up in every possible way, and even have to go the other way around to sing praises? Obviously this is not the case, right.

One of the man-made disasters: Can the disaster of Zhengzhou Metro Line 5 be avoided?

Speaking of man-made disasters, let’s talk about the tragic disaster that occurred on Zhengzhou Metro Line 5. I think my friends may have seen it, and those terrible videos and pictures have almost occupied the entire network from yesterday to today.

According to the current Zhengzhou official Weibo account “Zhengzhou Release”, it is: the heavy rain caused serious water accumulation in the Wulongkou parking lot and surrounding areas of Zhengzhou Metro Line 5. At 18:00 on July 20th, there was water accumulation. The water retaining wall broke down and entered the main line section, causing the trains of Zhengzhou Metro Line 5 to be suspended at Bintangsijie Station and Shakou Road Station. At 18:10, Zhengzhou Metro issued an order for the suspension of the entire network, organized forces to evacuate more than 500 people, of which 12 died and 5 were injured.

In other words, Zhengzhou officials were trapped in an accident on Line 5, and ordered the suspension of the subway at 6:10 pm on the 20th. But this brings up a simple question: the heavy rain did not start on the 20th, but as early as the morning of the 18th. The official itself has issued multiple orange rainstorm warnings. Why did the management department not stop early? Transport the subway?

We can see from the video exposed on the Internet that there were already a large number of buses and private cars on the streets paralyzed by the flooding in the city of Zhengzhou after 3 o’clock in the afternoon. I don’t believe that Zhengzhou officials, who have the world‘s most rigorous Skyeye monitoring system, will not be able to see these images. At this time, anyone with a little common sense will be alert, because the heavy rain will continue, which has long been forecast by the meteorological department.

In this case, safety measures such as stopping subways, implementing traffic control on roads in low-lying areas, and evacuating related people in an emergency, should be said to be the best choice. But the strange thing is that the relevant departments did not move. Even more than an hour later, there was a 201mm heavy rain at 5 o’clock. The Zhengzhou subway is still in operation. It was not until another hour passed, when passengers on Line 5 kept sending out trapped distress messages that the authorities officially ordered the suspension of the subway.

Is the Zhengzhou Metro operating department waiting for the disaster to happen?

This is very strange. For a very simple example, we can find out that the train from Xi’an North Railway Station to Zhengzhou East Railway Station was stopped at about 3 pm on the 20th. In other words, Xi’an, which is nearly 500 kilometers away, knows that heavy rains in Henan and Zhengzhou have safety risks and knows to take evasive measures. However, the subway operation department in Zhengzhou City is so indifferent to ignore it, so that it is waiting for the disaster to happen. I don’t know what these people eat.

Moreover, we all know that floods cannot fill the entire subway tunnel in an instant. There is a process of rising water. If the flood is found to enter the subway station, emergency measures will be taken immediately to stop all vehicles and evacuate all passengers. This does not take too long.

Now we see that the mainland’s Caixin.com and other media have published interviews with passengers on Line 5, showing that the subway was flooded at least between 4 pm and 5 pm on the 20th, and it was rainstorms at this time. Peak. When the subway in the accident arrived at the beach temple station, it had already taken emergency stop measures, but for some reason, it did not let the passengers get off and evacuate, but chose to continue driving forward, and was soon trapped in the beach temple. The area between Shakou Road Station and Shakou Road Station is immobile.

There is a broadcasting system on the subway. In the video taken by the parties, the lights of the subway were all on at the beginning, indicating that the power system and the broadcasting system are normal, and the communication between the subway and the headquarters is also normal. Therefore, there is only one reason why the subway did not evacuate passengers through broadcasting at that time, that is, the commander of the train communicated with the headquarters and accepted the instruction to continue moving forward.

This is one of the man-made disasters we are talking about. We don’t know why the subway still chose not to evacuate passengers at the beach temple, but to continue its risky operations when the floods had poured into the subway, and at the time when the highest peak of the torrential rain had not been poured down by the government for a thousand years. This violates the minimum emergency disaster avoidance regulations of the public transportation system, and also violates the minimum common sense.

The second man-made disaster, questioning the nature of the flood

Anyone who has watched the Zhengzhou flood video may have an impression that the flood velocity in the screen is very high. Not to mention that many people were washed away on the street and could not stand quickly and were swept away. A large number of private cars and large buses were also Was washed up and down in the yellow waves tumbling ups and downs.

This is very unusual, because it is completely different from the “sea-viewing model” that we have seen in the past when heavy rains cause urban waterlogging.

Zhengzhou is located in a plain area with no mountains and hills. The rainstorm is basically evenly distributed. According to reason, no matter how large the water potential is, it is basically flooded. The water level rises slowly because the water comes from the sky vertically. We can see from the lens the invincible high-speed water flow in Zhengzhou City, which is more like a flood peak crossing caused by the difference of terrain, because the water rushes with strong kinetic energy horizontally.

As we mentioned earlier when discussing the subway incident, the floods in Zhengzhou urban area are surging very fast, starting after 2 pm, but within an hour, a large number of vehicles were quickly trapped and poured into the underground driveway, indicating that the drainage system was almost instantaneous. overload.

And this morning, most of the urban flooding has receded, and there is hardly much water in the streets. This feature of rapid coming and going is also in line with the characteristics of flood peaks.

At least two reservoirs have flooded without warning

This involves a very sensitive issue, the flood discharge that has been heatedly discussed from yesterday to today.

According to the CCP’s official announcement, Zhengzhou officials did indeed release floods from reservoirs yesterday, and there was more than one.

According to an “internal light source” issued by the “Zhengzhou City Flood Control and Drought Relief Headquarters” exposed online, on July 20, the reservoir was releasing flood due to the danger of piping on the back slope of the Changzhuang Reservoir’s dam at an elevation of 125. At the same time, in order to ensure the safety of the South-to-North Water Diversion Project, the Suohe Retreat Sluice also began to discharge a large amount of floods. The notice requires all localities to organize emergency evacuation and transfer of relevant people as soon as possible. Notify the inscription contact person named “Ding Jie” and a mobile phone number.

I checked and the Zhengzhou Flood Control and Drought Relief Headquarters Office issued a notice to carry out pre-flood inspections in April 2014, and the contact person for the inscription was also “Ding Jie”. Therefore, this exposed “internal Mingdian” is largely true.

Moreover, the Changzhuang Reservoir flood discharge mentioned in the message was also publicly released by Zhengzhou officials. The official Weibo “Zhengzhou Release” of the Propaganda Department of the Zhengzhou Municipal Party Committee issued a post at 1 am on the 21st, saying that the Changzhuang Reservoir opened its floodgates as early as 10:30 am on July 20 in order to relieve the pressure of flood control. As of 21:34 that night, the water level of Changzhuang Reservoir had fallen by 70 cm.

This is very strange. Since the flood discharge has already started at 10:30 in the morning, why did the government wait for more than 14 hours before releasing the flood discharge notice after a large number of disasters have occurred? What’s even more outrageous is that the People’s Daily of the Communist Party of China also waited until 10:30pm on the 20th to quote a notice from the Zhengzhou Zhongmou County Flood Control and Drought Relief Headquarters, saying that the flood will be released on the evening of the 20th. The cadres and masses in relevant areas are requested to be prepared .

This illustrates two important issues: 1. On the 20th, at least two places around Zhengzhou were releasing floods, but the citizens of Zhengzhou knew almost nothing. 2. Zhongmou County, which is located in the lower reaches of Changzhuang Reservoir, didn’t know that the reservoir had been discharged for 10 hours until the evening of the 20th. It was still sending out notices for everyone to prepare for the discharge, indicating that Zhengzhou Flood Control and Drought Relief Headquarters did nothing, yes. Subordinate units concealed the real flood discharge time.

Is the official taking advantage of the heavy rain to release floods and push responsibility?

We don’t know why the Zhengzhou official decision-makers made such an incredible decision. Because the flood discharge must notify the downstream to evacuate, this is also the most basic safety and avoidance regulations, and it is also the most basic common sense. From an internal perspective, the emergency flood release is due to the danger of piping in the reservoir. If the dam breaks, it will be more harmful to Zhengzhou. This reason seems to be justified and sufficient, but why did the government delay the announcement to the public after more than ten hours, and not give downstream transfers time to circumvent it?

I don’t believe that the large group of officials of the Zhengzhou Flood Control and Drought Relief Headquarters will be so stupid that no one understands basic common sense. Therefore, the only reasonable explanation is that these guys chose to secretly for some reason that cannot be made public. The release of the flood gates has greatly delayed the announcement. Anyway, it is raining heavily in the sky, and it is difficult for anyone to tell the cause. In fact, we have seen the torrential torrents sweeping through the urban area of Zhengzhou. I am afraid that most of them are caused by man-made disasters caused by the official flood discharge without warning.

Maybe some friends will ask questions. According to the Baidu map, Changzhuang Reservoir is on the edge of the urban area in the southwest of Zhengzhou. Generally speaking, the terrain is high in the north and low in the south. Will flood discharge from here affect the urban area?

The answer is yes. If we look up the official geographical features of Zhengzhou, we will see that although Zhengzhou is located in a plain, the overall topography is just high in the southwest and low in the northeast, descending in a stepped manner. It can be seen from the map that once the Changzhuang Reservoir is discharged, it will flow down the Kong River into the Jialu River. The Jialu River is a secondary tributary of the Huai River. It originates in Xinmi City and enters Zhengzhou City to the northeast, until it reaches the north of the city. The suburbs turn to the east and enter Zhongmu County.

The most dangerous man-made disaster: access to information channels are closed

Finally, let us briefly talk about another form of man-made disaster. From the beginning of the Zhengzhou flood to the night of the 20th, the party media was still reporting a large number of European floods gloating. The Henan local station was still broadcasting the anti-Japanese thunder drama. The public could hardly see the local disaster information guide in Zhengzhou, which was updated in real time. There is no rolling information about the disaster situation in various places.

The most direct result of this is that the vast majority of Zhengzhou people’s channels for obtaining information have been overpowered by the so-called “positive energy” information screen created by the CCP’s mouthpiece, so that they lack sufficient information in the face of the imminent disaster. Be vigilant and be in a dangerous state of anesthesia and ignorance. We have seen that many people have accidents, which are caused by unprepared circumstances and suddenly not knowing how to respond.

In addition, the Pink Fifty Groups cooperated with the CCP to either spread false news that subway passengers had been rescued, which seriously hindered the spread of distress messages; or used cyber violence to force people who sent distress messages to delete posts on the grounds that “cannot hand knives to foreign forces” Wait, it can be said that all have also played a role in deepening disasters, and they are all part of man-made disasters.

Whether it is the mouthpiece of the party media headed by Hu Xijin or a large number of pinks, they are repeating the same statement: Zhengzhou has more rainfall than Germany, but the death toll is less than Germany, so we won again.

This is a very strange kind of logic. Let us not mention how big the number of deaths in Zhengzhou is, even if it is really less than that in Germany, can this be a reason to be celebrated? Is the happiness of some people based on the fact that there are fewer dead people than others? Natural and man-made calamities take lives, no matter who is a tragedy. Even if only one person died in Zhengzhou, it should be mourned and reflected, because the value of life lies in the preciousness of life itself, which is not measured by the number. It’s not that more dead people are valuable, it doesn’t matter if there are fewer dead people.

Only the CCP’s animal experts have a strange logic that compared to 1.4 billion people, the plague killing thousands of people is basically equivalent to not having any dead people.

Many people have gradually lost their humanity by the CCP’s brainwashing, and then they help them to obliterate the humanity of others. This is actually the most dangerous disaster in the entire society, the most dangerous man-made disaster.

Okay, let’s end the discussion today. Thank you for watching. See you next time.
