The competition bill is released with less demanding votes. We started with the rejection of the amendments on the articles which, according to the scheme developed between the majority and the Government, will be deepened and modified at second reading in the Chamber: articles 7-8 concerning the topic of local public transport, including taxis and rental with driver, and articles 19 to 24 concerning telecommunications and simplifications for businesses.

Extension of concessions in the event of disputes

As for the extensions, the idea of granting a one-year extension to the expiry of the concessions, until the end of 2024, seems to be shared by now, in the event that the Municipalities run into objective impediments, including disputes, which do not allow the tenders to be concluded by 2023 as foreseen by the Council of State. If anything, doubts remain, raised by the Pd and IV, on how to define the circumstances that would allow the postponement, also to avoid a rain of instrumental appeals.
Negotiations underway on maxi-compensation
Instead, the maxi-indemnity is negotiated, which is gradually taking shape, in favor of the outgoing concessionaires and at the expense of the successors. Forza Italia and Lega urged that, for the purposes of determining the compensation, “due to the loss of goodwill connected to commercial or tourist activities”, the “actual” value of the real estate and not the “residual” value be considered , ie net of depreciation. Even the Democratic Party would push for a strengthening of compensation.
