The conditions are harsh and cumbersome

Under the epidemic, Ruili closed the city three times this year. Since the end of March, the authorities have adopted policies such as city lockdown and home isolation, which have caused difficulties in livelihoods in all walks of life, and Ruili people have been under tremendous pressure.

Forced by the pressure of public opinion, on October 26, Ruili City held a press conference to announce the latest “Leaving Switzerland Policy”. According to the risk of the epidemic, the policy of “three zones” is divided: if the personnel in the prevention zone apply for leaving Switzerland due to three special circumstances, namely, due to illness, bereavement, and business, they must be quarantined at their own expense for 7 days; the control area must be quarantined at their own expense for 14 days; closed area It is more stringent and requires centralized isolation for 21 days.

After a new round of the epidemic broke out in July this year, the Ruili authorities allowed only 2 places to leave Switzerland a day. People who were dissatisfied with the quarantine policy established the “Li Rui Army Corps” on WeChat groups, which were questioned and investigated by the local police.

Lin Quan (pseudonym), the boss of the jewelry business from Sichuan to Ruili, told The Epoch Times reporter on October 29, “The groups broadcast each other. Some are in a bad mood and are very upset… They complained inside, you said something to me, and then the government found the kind of leader, more than a dozen people took it to the police station, and later it didn’t cause any impact, so they let it back.”

Currently, Lin Quan is queuing to apply to leave Ruili in isolation at his own expense, but there is no result after waiting for a week.

“If you don’t meet the conditions of business, business, property, etc., you will not be able to get out. The threshold is too high and it will almost pinch you to death. I can’t get out after a week in line (Li Rui) If you queue up for approval, you will have to quarantine for seven days at your own expense, and the cost of quarantine for seven days is about 1,460 yuan (RMB, the same below).” Lin Quan said.

Lin Quan said that the common people do not have human rights, freedom, and nothing. Everyone is hesitant. “I just hope to leave quickly and be free.”

He Xiuli (pseudonym), who was engaged in the education and training industry in Ruili, originally planned to go to Kunming in July, when it happened to be released for a short period of one week. However, Li Rui’s policy requires four conditions for work, bereavement, illness, and school, and relevant certificates should be attached.

He Xiuli said that it is necessary to prepare very cumbersome documents, and then go to wait in line, and then leave after the government stamps it. “At that time, all my documents were prepared, including Kunming’s labor contract, six-month bank transfer, a dozen thick documents and two nucleic acid samples. When I submitted it in the past, I told me that the nucleic acid had expired.”

“I went to do nucleic acid again. I had to wait another two days and spent nearly 300 yuan again. In the end, there was no response, so our (application) was rejected. It doesn’t mean that we can go out if we want to go out and take that. Nasopharyngeal paper is uncomfortable, and it costs money and suffers,” she said.

In the end she gave up. “I was thinking about waiting for a while to estimate that (the epidemic) will be good. As a result, from July to October now, I have not been able to go out. I have no income at all,” she said.

For this matter, He Xiuli also filed a complaint with the Beijing National Bureau of Letters and Calls, but this appeal went back to the Bureau of Letters and Calls in Yunnan, and then to the Ruili Epidemic Prevention and Control Command Center, and finally nothing came of it.

Now He Xiuli intends to apply for quarantine from Switzerland at his own expense. She said, “I would rather pay a thousand dollars than not knowing when I have to wait. Somehow there is still a job outside and an income, right?”

In the interview, He Xiuli swears by the lives of the whole family. “I didn’t receive a cent from the government subsidy. After the isolation for so long, the only thing our family received was a five-kilogram bag of rice, two barrels of sesame oil, two bags of noodles, and a plate of eggs.” She said.

Quarantine hotels and courier business are booming

However, under the epidemic, Ruili’s isolated hotels and express delivery industry are unusually hot.

A person in charge of an express delivery network in Ruili told Lu Media that for two months, the most express orders he received were to send luggage to Guangdong, Fujian, Zhejiang, Jiangxi, Henan and other parts of the country. At three to four hundred yuan, you can charge three to four thousand for a day’s express delivery.”

The report quoted a resident who was preparing to leave Switzerland in hotel isolation as saying that after submitting his application to leave Switzerland, he waited in line for a week before moving into the hotel isolation.

Cheng Hao (pseudonym), the owner of a barber shop in Ruili, told The Epoch Times that those who can do business with the government, such as nucleic acid, government engineering projects, and subcontracting, are the most profitable.

Forced migrants to subsidize 600 yuan a month, people do not buy it

In the face of the resentment of Ruili people, Ruili City officials have recently offered some measures to appease the people, but the people did not buy it.

In the early morning of October 29, Ruili City held a press conference. Yin Zhongde, deputy mayor of Ruili City, stated that Ruili City has delineated a buffer zone for epidemic prevention and control within a range of 50 meters to 200 meters from the border. The residents in the buffer zone will be temporarily transferred and resettled, and a temporary resettlement of 600 yuan per person per month will be given. Subsidy, residents can go home after the epidemic.
