On the 27th, the 13th CPPCC National Committee Chairman’s Meeting was held in Beijing. The meeting decided to remove Fu Zhenghua from the post of deputy director of the Social and Legal Committee, and to revoke his qualifications as a member of the 13th National Committee of the Chinese People’s Political Consultative Conference, and submit it to the 19th Standing Committee meeting for ratification.
On October 2, Fu Zhenghua was investigated as the deputy director of the Social and Legal Committee of the CPPCC National Committee.
After the fall of Fu Zhenghua, the Ministry of Justice, the Ministry of Public Security, the Beijing Municipal Public Security Bureau, and the Central Political and Legal Affairs Commission all stated that “the influence of Sun Lijun and Fu Zhenghua should be eliminated.”
Before Fu Zhenghua, several deputy ministers of the Ministry of Public Security of the Communist Party of China were investigated, including Li Dongsheng (who has been sentenced to 15 years), Meng Hongwei (who has been sentenced to 13 years), Yang Huanning, and Sun Lijun (who was double-opened on September 30).
In 2020 alone, senior political and legal officials such as Sun Lijun, Shanghai Public Security Director Gong Daoan, Chongqing Public Security Director Deng Huilin, and Jiangsu Provincial Party Committee Political and Legal Committee Secretary Wang Like were investigated.
After Sun Lijun, a former party committee member and deputy minister of the Ministry of Public Security of the Communist Party of China, went down on April 19, 2020, Fu Zhenghua lost three positions including the Minister of Justice of the Communist Party of China.
On April 20 of the same year, Fu Zhenghua stepped down as Deputy Secretary of the Party Leadership Group of the Ministry of Justice. On the 29th, Fu Zhenghua was removed from the post of Minister of Justice; on May 5, Fu Zhenghua ceased to serve as the deputy director of the CCP’s “Office of the Central Committee for the Rule of Law”; afterwards, the authorities announced that Fu Zhenghua was appointed as the deputy director of the Social and Legal Committee of the CPPCC National Committee.
On September 30, two days before Fu Zhenghua’s fall, Sun Lijun was expelled from the CCP and from public office, and was filed for investigation. The CCP’s official announcement was harsh in wording. Sun Lijun was accused of “building gangs, forming gangs, forming gangs to control key departments, engaging in privileges, and secretly hiding a large amount of confidential materials” and other charges.

Fu Zhenghua served in the public security system of the Communist Party of China for 48 years. Wuhan businessman Xu Chongyang once wrote to accuse Fu Zhenghua of robbing his family property and fabricating false cases to slander him. He was retaliated wildly and was arrested twice by Fu Zhenghua secretly.
