Fund lost, fewer obstacles for aid to road hauliers

by admin

Preventive revenue checks do not cancel the non-repayable contributions for road hauliers. The confirmation came directly from the Agency with a response to a request for clarification sent by the former Undersecretary for the Economy, Alessio Villarosa who passed from the Cinque Stelle al Misto group after the arrival of the Draghi Government. As reported by Villarosa to the tax authorities, some categories of economic activities subject to special regimes, such as road hauliers who can defer the periodic VAT payment for three months, have been blocked from disbursing aid due to automated controls.

Fraud checks

As the Agency explains, a series of automated checks have been set up in order to arrive at fraud attempts to assess the consistency between the few data present in the applications transmitted electronically by VAT operators or their intermediaries and the information already present in the Tax Register. As the Tax Authorities still recall on the aid of the decree, an automated control was set up based on the consistency of the data of the turnover and payments for the month of April 2019 communicated in the application with the data of the active operations present in the so-called Lipe (communications of periodic VAT payments) of the second quarter of 2019.

The block of questions

This led to the blocking of aid applications and the automatic disbursement of non-repayable contributions also requested by the road transport sector. In fact, it should be remembered that these operators can record active invoices within the calendar quarter following the one of issue. A subsidized regime which, however, the Agency, by its own admission, is unable to verify its possible application, in whole or in part, with respect to invoices issued in a given period. On that occasion, however, the Inland Revenues made it possible to obtain the contribution or part of it not paid with the presentation of a request for self-protection. Applications that were processed and almost all sold out in June 2021 and on which Sogei will continue to work in order to release the payment orders still stranded.

Double data crossing

Lastly, the Agency reminds the Agency, with the Refreshments and Support decrees, the approach to automated controls was different and to reduce or completely avoid the use of new instances of self-protection, the control criteria on turnover and the fees indicated in the application are crossed with the information of the 2020/2019 VAT return (for refreshment points) and with the 2021/2020 declaration for the supports. Furthermore, in the event of a further impediment in the disbursement of the contribution, however due, always remains the possibility of resorting to self-protection.
