In hearing before the joint commissions of productive activities of the Chamber and Senate on the programmatic lines of the dicastery, the Minister of Economic Development, Giancarlo Giorgetti, clearly showed his vision of the Italian business world.
The minister opened his speech by explaining that the first structural problem of the country system “consists of the excessive weight of overflowing legislation and a very intricate regulatory fabric that forces economic initiative within often suffocating meshes that in fact paralyze or at least they slow down its activity and from the excessive cumbersome procedures for the concrete implementation of the choices, even if laboriously adopted “.
A limit that is added “to the already heavy complexity and slowness with which the European Union moves and that the recent events of these days, as regards the strategies for the exit from the pandemic with vaccination campaigns, have dramatically in light: the most pragmatic countries, from the United States to the United Kingdom, have clearly detached the EU ”.
From a European perspective, therefore, Giorgetti insisted that Italy “actively participate in the discussion, initiated in the European context, for the revision of the legislation on state aid to remove a series of constraints and limitations that could be justified in the construction phase. of the internal market but which today are decidedly anachronistic if not self-defeating when it comes to facing competition from emerging economies “.
This is the reason why the Mise is having “an effective instrumentation for the management of the” corporate “crises that are multiplying also as a result of the pandemic. To this end we have started the recruitment procedures for the activation of a specific structure that will make use of of high quality professional skills to support ministerial decisions in crisis tables, and we have made provision for a fund that can be activated to guide companies in temporary difficulty to better conditions, when there are objective prospects for recovery “.
Before launching the new fund, however, the minister wants to review the various forms of support in favor of businesses to check “whether the same company has made use of more incentives and the use it has made of them by monitoring the results obtained with respect to the objectives foreseen ”also because“ public policies have fluctuated, often in a contradictory and inconsistent way, between the dispersion of support interventions ‘in a rain’ and choices dictated by an insufficient investigation based on the analysis of more general conditions and compatibilities ”.
At the level of individual sectors, however, Giorgetti revealed that he was working to “find a satisfactory remedy to the long-standing issue of itinerant trade which complains of a precarious condition due to the failure to identify viable solutions to the problem posed by the so-called Bolkestein directive. It is not a question of evading or violating European legislation but of considering some peculiarities of itinerant trade, as well as of high activities traditionally rooted in territorial realities such as the operation of bathing establishments, for which consumer habits and business continuity they are no less worthy of consideration than attention to safeguarding competition ”.
