Green light of the Council of Ministers to the new decree on the Green Pass, which provides for the obligation of the green certificate for teachers, university students and for those who use long-distance transport. It will not be necessary on local transport. The title of the decree is “Urgent measures for the safe exercise of school, university and transport activities”. Undersecretary of Health Andrea Costa said that 53 million Green Passes have been downloaded so far.

Teachers who do not have the certificate will be suspended and will not receive their salary after 5 days of absence. All school and university staff, the decree reads, “in order to guarantee public health and maintain adequate safety conditions in the provision in the presence of the essential education service”, must have and exhibit the Green pass. “Failure to comply with the provisions is considered unjustified absence and, starting from the fifth day of absence, the employment relationship is suspended and no remuneration or other remuneration or emolument, however named, is due”.

The 2021-2022 school year, the decree reaffirms, will take place “primarily in the presence” for both schools and universities. The goal is “to ensure the value of the school as a community and to protect the social and psycho-affective sphere of the school population”. Masks will still be mandatory for ages six and up, with the exception of gymnastics hours. The rules on distancing will also remain.

Teaching in presence can be abandoned “exclusively in the red or orange zone and in circumstances of exceptional and extraordinary necessity due to the onset of outbreaks or the extremely high risk of spreading the virus or its variants in the school population”.

The Green Pass is not required for underage students. As for transport, you probably don’t need a certificate to cross the Strait of Messina.
