In particular, for the Guarantor, the implementing decree must provide that the certifications can be issued and issued only through the National DGC-Platform and “verified exclusively through the VerificationC19 App”. This app is in fact considered “the only tool capable of guaranteeing the validity of the green certification up-to-date, in compliance with the principles of protection of personal data, also ensuring that verifiers can only know the personal details of the interested party, without viewing the others information present in the certification (recovery, vaccination, negative result of the swab) “.

Temporary blocking of the App Io

As for the ways in which to obtain the green pass, the decree scheme provides for it to be made available through various digital tools (website of the National Platform-DGC; Electronic Health Record; App Immuni; App IO) that will allow interested parties to consult , view and download certifications. Furthermore, interested parties can also contact the family doctor and pharmacist to download the green certification. But the Guarantor, with regard to the Apps through which to retrieve the green pass, authorized the use of the Immune App (already used for tracing infections), postponing the use of the IO App (very widespread due to the mechanism cashback, i.e. refunds for those who make a certain number of digital payments) due to some critical issues regarding the processing of personal data.

PagoPa: App Safe Io, soon operational for Green Pass

The company PagoPA – the payment system in favor of public administrations – reacted to the observations of the Guarantor by defining the App IO “a safe and reliable application”, denying the assertion of the Privacy Guarantor that the App provides ” a transfer to third countries (eg USA, India, Australia) of particularly sensitive data “. Towards the EU green pass

In view of the activation of the EU green Pass starting from 1 July, the first experiments in EU countries have already begun in June, with the activation of a European gateway that has allowed already “equipped” countries to test the pass on a scale national. By July, coinciding with the entry into force of the regulation, all member states will have to adapt their IT systems to distribute the Covid certificate and make it readable by the technological platform prepared by Brussels. The EU-branded pass will consist of an optically readable QR code, recognizable throughout Europe. In fact, the national green passes of the individual countries will be entered in the community platform which collects the data of all the certificates.
