Haining City’s “Three Deepenings” Strives to Be the Leader in the Construction of a Government Ruled by Law

In recent years, Haining City has persisted in driving the construction of a rule of law government with reform and innovation, striving to be the leader in the construction of the rule of law Zhejiang (government under the rule of law). The first is to deepen the implementation of responsibilities and earnestly perform the duties of the first responsible person.The main person in charge of the party and government implements the responsibilities of overall planning, organizing implementation, and supervising and inspecting the rule of law construction, regularly listening to reports on the construction of the rule of law (government), and studying and solving relevant major issues in a timely manner. Improve the law-learning system of the Standing Committee of the Municipal Party Committee and the Executive Meeting of the Municipal Government, implement the legal knowledge examination system before the appointment of leading cadres, and improve the system of respecting law-study and law-abiding usage by administrative staff. Regarding the effectiveness of the rule of law as an important part of measuring the actual performance of the leadership team and leading cadres at all levels, it is included in the assessment of the target responsibility system. Launched the three-year action of building the rule of law, and promoted the building of the rule of law to produce results that can be tested. Innovatively implemented the “Leading Rule of Law Projects”, and implemented 171 rule of law projects in the past three years. Strengthen the supervision of the rule of law, and expand the people’s participation and supervision of the construction of the rule of law. In 2020, Haining has been identified as a key area for the innovation and practice of the standardization of administrative law enforcement supervision in the province.

Fully implement the three systems of administrative law enforcement, strive to achieve timely, accurate and comprehensive law enforcement information publicity, traceability of the law enforcement process, traceability and effectiveness, and legal review of the legal system. The implementation of all law enforcement units holding certificates, strict and fair and civilized law enforcement, the Municipal Public Security Bureau’s “Intelligent and Quick Administrative Cases Handling Mechanism” won the “Best Practice” project for the construction of the county and township rule of law government in the province. Steadily promote the standardized construction of legality review, and achieve full coverage of the legality review of towns (sub-districts). Strengthen and standardize supervision during and after the event, and achieve 100% of “double random and one open”. Strengthen the standardization of administrative reconsideration, the number of administrative dispute cases and the number of lost cases in the city will achieve a “double decrease” in 2020, and the attendance rate of the person in charge of the administrative agency will be 100%.

The third is to deepen the reform of “delegating power, regulating services, and improving the business environment under the rule of law.”Taking the “maximum run once” reform as the starting point, we will comprehensively deepen the reform of “delegating management, decentralization, service, and decentralization,” and promote the construction of a city with the best business environment and a city with quality services first. Take multiple measures at the same time to “simplify administration and delegate powers”, implement a system of declaration and commitment of market entities’ domiciles, promote the “should be fully liberalized” licensing matters, and create “uncertified” cities. The first investment project is “maximum one person running”, and the first “construction is started when land is acquired” and “construction is completed when completed”. Create a door-to-door service circle, the province takes the lead in achieving full coverage of town-level grassroots approval service agencies, and is the first in the country to publish the local standard of “Village (Community) All-Post Service Standards”. The establishment of legal service building pairing was initiated, and physical examinations for the rule of law of private enterprises were carried out to promote the simultaneous development of legal services and corporate operations. Haining’s GDP ranks among the “100 Billion Clubs” in 2019, ranking 22nd among the top 100 national comprehensive strengths, 11th among the national top 100 business environments, and 9th among the county-level comprehensive well-off nations.
