In the midst of the 2023 electoral process, the CNE It met electronically on the morning of June 8, 2023. The purpose of the meeting was to learn about the reports on the registration of electoral alliances, in view of the presidential and legislative elections of August 2023.

After verifying the quorum for the start of the session, the Secretary of the Council informed the directors that applications for the registration of alliances had not yet arrived. Therefore, the session would be suspended and would remain pending to be reactivated when necessary.

Atamaint vs. Najera

Before Diana Atamaint, president of the CNE, declared the suspension of the session, Elena Nájera, electoral adviser, asked to speak. Nájera referred to the CNE plenary session that took place the night before. The official indicated that she had a family emergency, for which she had to retire early.

But, added Nájera, from his office they informed him that once that session concluded, Atamaint asked the other directors (Enrique Pita, José Cabrera and Esthela Acero) to stay to meet in a private manner. For what he requested, they inform him what they dealt with.

“I know that the four of them are meeting. I know that they have a chat and that they are the ones who set the time, the points that they are going to deal with ”. In addition, the counselor added that the four counselors to whom she pointed out “continue to distribute the presidencies and vice-presidencies of the Provincial Electoral Boards, of the Provincial Directorates,” Nájera rebuked.

In addition, the counselor added that the four counselors to whom she indicated “continue to distribute the presidencies and vice-presidencies of the Provincial Electoral Boards, of the Provincial Directorates.”

He also pointed directly to Enrique Pita, vice president of the CNE, for calling the technical areas to a meeting, without it being within their powers.

“You are, between roosters and midnight, dividing up the CNE.” Atamaint replied. “All directors deserve respect.

We don’t do crude things, we don’t do what you are saying.” The President added that the meeting on the night of June 7 was to inform the other councilors of the advances in electoral planning in all the provinces of Ecuador, and in which technical areas needed to be strengthened.

According to Atamaint, that meeting was not planned, but was done informally with the counselors who were present. “I’m very sorry if you weren’t there,” he told Nájera.

Subsequently, Atamaint tried to give the floor to Enrique Pita, but Nájera did not allow the Vice President to intervene, since he said that he “always insults me and exercises political violence.” In the midst of interruptions and exchange of words between Atamaint and Nájera, the President suspended the plenary session of the CNE.
