In 2020, toll roads nationwide will reduce and exempt vehicle tolls by 238.25 billion yuan, an increase of 136.0% over the previous year

In 2020, the national toll road toll revenue was 486.82 billion yuan, a decrease of 106.97 billion yuan over the previous year, a decrease of 18.0%; the total expenditure was 123464 billion yuan, an increase of 155.87 billion yuan over the previous year, an increase of 14.4%; the toll revenue and expenditure gap was 747.82 billion yuan Yuan, an increase of 262.84 billion yuan over the previous year, an increase of 54.2%.

Of the total expenditure in 2020, debt repayment is 718.01 billion yuan, debt interest repayment is 306.13 billion yuan, maintenance expenditure is 74.41 billion yuan, highway and ancillary facilities reconstruction and expansion projects are 31.20 billion yuan, operation management expenditure is 75.54 billion yuan, and taxes and fees are 293.6 100 million yuan, accounting for 58.2%, 24.8%, 6.0%, 2.5%, 6.1% and 2.4% respectively.
As of the end of 2020, the total mileage of toll roads nationwide was 179,200 kilometers, accounting for 3.45% of the total road mileage of 5,198,100 kilometers. Among them, there are 152,900 kilometers of expressways, 17,400 kilometers of first-class roads, 7,900 kilometers of second-class roads, and 1,068 kilometers of independent bridges and tunnels, accounting for 85.3%, 9.7%, 4.4% and 0.6% respectively. The total mileage of toll roads nationwide increased by 8,149 kilometers compared with the end of the previous year. Among them, there was a net increase of 10,079 kilometers of expressways, a net decrease of 1,214 kilometers of primary roads, a net decrease of 760 kilometers of secondary roads, and a net increase of 44 kilometers of independent bridges and tunnels.
There were a total of 965 main line toll stations on toll roads across the country, a net decrease of 302 from the end of the previous year. Among them, there are 484 expressways, 300 first-class highways, 122 second-class highways, and 59 independent bridges and tunnels, accounting for 50.2%, 31.1%, 12.6%, and 6.1%, respectively. The total investment in the construction of toll roads nationwide was 10807.51 billion yuan, a net increase of 1297.90 billion yuan or 13.6% over the end of the previous year. Among them, the accumulated capital investment was 344.325 billion yuan, accounting for 31.9%; the accumulated debt capital investment was 7364.25 billion yuan, accounting for 68.1%. The national toll road debt balance was 706.612 billion yuan, an increase of 912.59 billion yuan or 14.8% over the end of the previous year. Among them, the balance of bank loans was 5,830.75 billion yuan, and the balance of other debts was 1,235.37 billion yuan, accounting for 82.5% and 17.5% respectively.
In 2020, toll roads nationwide will reduce or exempt vehicle tolls totaling 238.25 billion yuan, an increase of 137.28 billion yuan or 136.0% over the previous year. Among them, 21.63 billion yuan is reduced or exempted by the “green channel” for the transportation of fresh agricultural products, 23.20 billion yuan will be exempted from small passenger car tolls during major holidays, and 159.93 billion yuan will be exempted for free passage during the prevention and control of the new crown pneumonia epidemic from February 17 to May 5. Differential highway tolls, ETC toll discounts, and free passage of emergency and disaster relief vehicles and other policy-related reductions were 34.12 billion yuan, accounting for 9.1%, 9.7%, 66.9% and 14.3% respectively.
