The study by the Spi CGIL Veneto highlights how only 4% of the population can be considered rich with incomes exceeding 55,000 euros per year. The worst conditions are for employees and retirees

BELLUNO. There are 55 thousand Belluno citizens who live on an income of up to 15 thousand euros a year, that is, with a monthly salary equal to or less than one thousand euros. Which means that a third of those who live in the province are on the verge of poverty. Not even the almost 60,000 Belluno citizens (one third of the population) are faring better, with incomes of up to 26,000 euros a year, equal to about 1,600 euros net per month. A sum that if it seems high, in reality it is not for those who have to pay rent, bills for electricity, water, gas and maybe send their child to school.

These are some of the numbers that emerge from a study by the Venetian Spi CGIL which notes that «if the tax returns are the clearest mirror to tell the economic situation of a territory, then in our region we certainly cannot smile. According to the latest Irpef data referring to the year 2020, two out of five Veneto taxpayers (more than 1 million 300 thousand people) report less than a thousand euros net per month (15 thousand euros gross per year) in a context that sees 72% of taxpayers below 26 thousand euros gross (just over 1,600 euros net per month). Pensioners and employees are the “poorest” categories even if they share 88.7% of the taxable income tax. On the other hand, the rich and the super-rich, with incomes exceeding 75 thousand euros, are, at least on paper, very few: 2.5% of the total taxpayers. And the fear is that even in Veneto a massive share of the submerged is lurking ».

In the province of Belluno, therefore, the Belluno citizens are doing a little better, with an income of between 26,000 and 55,000 euros, that is, they receive up to a maximum of 2,749 euros net per month. There are 34,526 equal to 22.15% of the population. Even better then live those 2,692 citizens who earn up to 75 thousand euros a year and who represent 1.73% of the population. But the rich Belluno are 3,155 and have an annual income of over 75,000 euros.

If we look at the categories instead, it is self-employed workers and entrepreneurs who have the highest incomes: they range from € 53,289 for the self-employed to almost € 80,000 for entrepreneurs. Minor incomes are the prerogative of employees with just under 21 thousand euros and pensioners with just over 17 thousand euros a year.

At the Veneto level, as evidenced by the regional Spi Cgil, the poorest province is Rovigo. Here 41.3% of taxpayers declare less than 15 thousand euros gross per year, employees have an income of 19,469.35 euros gross per year and pensioners of 17,070 euros, below the regional average. It is better in the Vicenza area with 35.1% of workers under a thousand euros net per month, even if for employees the highest per capita income is in the Paduan area (22,289.88 euros) and, for retirees, in the Venetian area (19,023 , 21 euros). «Faced with these numbers – concludes Elena Di Gregorio – we believe that a serious tax reform is increasingly necessary to reduce taxes on employees and pensions, restoring true progressiveness. For some time we have been asking for the taxation of annuities but also for exemptions for the poorest sections of the population. As a union of pensioners we actively participate in the social bargaining tables and it is there that we invite the Municipalities to sign anti-tax evasion pacts, an important tool to ensure that all citizens contribute to the well-being of the community in relation to their actual income. allowing also the recovery of useful resources to finance the territorial welfare “.
