Inner Mongolia Reservoir Dam Break Expert: 73% of Mainland Reservoirs are Unsafe | Dam | Three Gorges | Wang Weiluo

[Epoch Times July 20, 2021](The Epoch Times reporter Luo Ya interviewed and reported) Recently, continuous heavy rains in many parts of China have caused flooding and rivers burst their banks. In Inner Mongolia on the 18th, two reservoirs were breached due to heavy rains for several days. The national highway and 22 bridges were washed down by floods, vehicles were flooded, people were trapped, and villages and fields were covered in a vast ocean. Experts say that there are about 100,000 reservoirs in China, 73% of which are unsafe, and only two small reservoirs are breached.

On July 20, China Net reported that the emergency management department reported that the water level of the Nuomin River in Inner Mongolia continued to rise due to heavy rainfall. On the 18th, continuous heavy rains fell in the territory of the Molidawadaur Autonomous Banner in Hulunbuir, Inner Mongolia, causing the upper reaches of the Yong’an Reservoir and the Xinfa Reservoir to burst and collapse.

A video posted by local netizens showed that a huge flood was pouring down. The G111 national highway in Moqi was washed down by floods, the roads were interrupted, and the villages and fields became a vast ocean. The sudden collapse of the dam caught the people downstream by surprise. The flood rushed into the village with mud and sand. Many houses were washed down, vehicles were flooded, and people were trapped. The video shooter said: “It’s over, it’s over, the dam has burst.”

Local people reported that local mobile user communications were also interrupted. At 8 p.m., the Chinese Communist Party’s National Defense Agency launched a third-level flood control emergency response.

It was also reported that the flood washed away 22 local bridges. 124 culverts, 15.6 kilometers of roads, nearly 20,000 meters of roads and 330,000 mu of farmland were flooded, and at least 16,000 people were affected. As of now, no local casualties have been announced.

On the evening of July 19th, Wang Weiluo, a water conservancy expert living in Germany, told The Epoch Times that the distance between the two dam-broken reservoirs in Inner Mongolia was 13 kilometers, and it would take at least 20 minutes from the upstream reservoir to the downstream dam. You can send an early warning on your mobile phone in more than twenty minutes to notify everyone and leave as soon as possible.

Wang Weiluo said that this place is relatively remote and sparsely populated. Moreover, the two dam-breaking reservoirs are very small and do not rank high in China. The large-scale reservoirs in China are 100 million cubic meters. The two dam-broken reservoirs in Inner Mongolia are 8 million cubic meters; the 38 million are small reservoirs, which are under the jurisdiction of the township water conservancy department.

So why can two small reservoirs collapse more than 20 bridges? Wang Weiluo said, “This is because a large number of bridges are built in various places, and the main purpose of building bridges is to promote local GDP. Don’t look at this remote place, it also builds a lot of bridges.”

Wang Weiluo said that the most feared thing is that the water does not wash down the bridge. If the bridge is not washed down, the trees and rubbish washed over from the water will form a dam under the bridge. Not going underwater is the most terrifying, because water can’t stop it. It rushes over with great strength and can be said to be invincible.

“If the water flow is blocked, it will be very dangerous. It will viciously form a high water level, and then collapse the bridge. At this time, it will form a dam. After the dam breaks, it will be more destructive. So, this explains why That’s why there is a high risk of building a dam above the river.” Wang Weiluo said.

Two small reservoirs have so much power. What is even more frightening is that China has about 100,000 reservoirs, and half of the world‘s reservoirs are in China.

Wang Weiluo said that the Chinese did not advocate building reservoirs and dams to control rivers. It was only when Mao Zedong introduced Stalin’s theory that he called for the construction of a large number of reservoirs and dams. About half of China’s 100,000 reservoirs were built in the 1950s.

“In 1975, 62 reservoirs on the Huaihe River in Henan were broken and 240,000 people drowned. After that, the CCP suspended construction of the reservoir dam for a period of time. After the construction of the Three Gorges Reservoir, the construction of the reservoir formed a new wave of climax.” He said.

“At that time, the government used money to treat the reservoirs they called the’critically ill’. After ten years of this treatment, after the money was invested, what was the result? Reservoirs everywhere changed from 30% unsafe to 40% unsafe.”

He emphasized that when every Minister of Water Resources comes up, he will tell us how many reservoirs are unsafe. Therefore, a new Minister of Water Resources will report a higher proportion of unsafe reservoirs than the original Minister of Water Resources. a little. Therefore, since 1975, I have spent countless amounts of money. By 2020, the Ministry of Water Resources of the Chinese Communist Party also told everyone that 73% of the reservoirs are now unsafe.

“When money is invested, there are more and more unsafe reservoirs, and reservoir dams and overflows may occur at any time. Now the Chinese are living in a relatively dangerous state, especially when the climate changes are intense. Let us understand what we live in. Is there a reservoir in the surrounding environment? Is the reservoir safe?” He reminded.

“A few hours before the dam break, you have to think that the reservoirs around your home may be dangerous. Because rainfall is a process, it is impossible to fill the reservoirs all at once. A reservoir above your house may be dangerous. For your own safety Everyone should be a little concerned about the environment in which they live and take precautions early.”
