[Epoch Times News on January 7, 2022](Interview by Li Siqi, a reporter from The Epoch Times Specialty Department) China Evergrande Group (03333.HK) issued an announcement before the resumption of trading on January 4, disclosing that it had received Danzhou City on December 30 The “Decision Letter” for 39 buildings on Haihua Island is required to be demolished. Due to the destruction of the marine ecological environment, Haihua Island was once required to rectify but still continued construction. Analysts pointed out on January 6 that Haihua Island is a typical example of the CCP’s integration of government and business. Under the high-level power struggle, the “Decision Letter” shows that Evergrande’s backing is “definitely gone.”

According to the No. 0152 “Administrative Penalty (Demolition) Decision” (referred to as the “Decision”) issued by the Danzhou Comprehensive Administrative Law Enforcement Bureau of the Communist Party of China, the 39 buildings have a construction area of nearly 43,500 square meters, and the project was obtained illegally. The planning permit has been revoked, which specifically violated Article 40 of the Urban and Rural Planning Law.

This is not the first time Hengdahaihuadao has been asked to demolish an existing project. The fate of these 39 buildings has actually been decided in 2020. On October 24, 2020, the Ministry of Ecology and Environment of the Communist Party of China issued the second round of ecological protection rectification in Hainan Province, “Hainan Province Implementation of the Central Third Ecological Environmental Protection Inspectorate Inspection Report Rectification Plan” (referred to as the “Rectification Plan”).

The “Rectification Plan” stated that the first round of inspection and rectification plan is clear, and the illegal construction projects within the sea area of the Haihua Island project should be stopped, and work should be resumed after the rectification is in place. However, Hengdahaihuadao Company did not implement the relevant requirements. As of July 2019, 4 culvert bridges were built in violation of regulations, and an illegal sea area of approximately 369 hectares was formed.

The “Rectification Plan” also stated: “Although Danzhou City imposed penalties on illegal activities such as failing to approve the first construction from August 2017 to June 2018, it allowed the enterprise to continue construction. Targeting Henghai Huadao Company For the issue of using tourism infrastructure construction land for real estate development, Hainan Province requested Danzhou City to adjust and optimize the construction plan, but as of the time of the inspection, the planning revision had not been approved. Henghaihuadao Company continued to build on Haihua Island in 2018 For 39 residential buildings, Danzhou City’s Ecological Environment Department has also completed the environmental assessment procedures for them.”

The “Rectification Plan” requires the removal of 4 culvert bridges, restoration of high seas properties, “disposal of” 39 residential buildings in accordance with the law, standardizing and implementing ecological restoration, and eliminating hidden safety hazards of the island.

On October 30, 2020, Danzhou City issued the “Overall Plan for Rectification of Haihua Island Culvert Bridges”, which clearly stated that 4 culvert bridges would be demolished. The Ministry of Ecology and Environment of the Communist Party of China issued Hainan’s “Second Round of Central Ecological Environmental Protection Supervision and Rectification” on November 23, 2021. The 3# culvert bridge and 4# culvert bridge of the Hengdahaihuadao project have been demolished, and other demolition work has been completed. In progress.

On December 3, 2020, Zhang Qi, former member of the Standing Committee of the Hainan Provincial Party Committee of the Communist Party of China and former secretary of the Haikou Municipal Party Committee, was sentenced to life imprisonment and confiscated all personal property in the Guangzhou Intermediate Court for accepting bribes. It was found that Zhang Qi, while serving as Deputy Mayor of Sanya City, Deputy Secretary of the Sanya Municipal Party Committee, Deputy Secretary of the Danzhou Municipal Party Committee, Mayor of Danzhou City, Secretary of the Danzhou Municipal Party Committee, and other positions, provided relevant individuals and units in land development and project contracting. Provide assistance in matters such as project promotion, and illegally accept other people’s property directly or through specific related parties, which is equivalent to more than 107 million yuan (approximately US$17.12 million).

Reorganized into Haihua Island, which has been approved for non-compliance

Hengdahaihuadao is the “work of hard work” of Xu Jiayin, the founder of the group. Hengda’s promotional materials stated that the embryonic form of Haihua Island was obtained by Xu Jiayin who could not sleep on the first night of the Lunar New Year in 2012. He collected materials such as leaves and flowers and repeatedly conceived against the sea. According to the official website of Haihua Island, Haihua Island in Hainan Province, China is a “cultural tourist destination that people aspire to all over the world.” China Evergrande took 12 years to build it at a cost of 100 billion yuan; it covers Children’s World, Water Kingdom, Ocean Park, and International Conference Center. 28 major formats.

Haihua Island is known as the largest artificial island in the world. It consists of three independent artificial islands, namely No. 1, No. 2 and No. 3 islands. Among them, No. 1 Island is mainly for hotels, amusement parks, commercial streets and other public commercial facilities, while No. 2 and No. 3 islands are mainly residential buildings.

“Looking East Weekly” reported in August 2013 that Haihua Island is the No. 1 project of the Hainan Provincial Government to develop tourism in the western part of Hainan Province during the “Twelfth Five-Year Plan” period. The contact person for the project was Lin Dong, the mayor of Danzhou City at the time. Xu Jiayin once took a private jet to visit Danzhou, and once told Danzhou officials that he would be in Danzhou for the rest of his life.

The report quoted Dai Wenda, then director of the Bureau of Oceans and Fisheries in Danzhou City, as saying: “As a key project in Hainan Province, the procedures for the use of the sea area (Haihua Island) have been approved at the national level, and there is no problem with the procedures.”

However, it was later disclosed that the Danzhou Municipal Government and the Marine Department had broken down into zero violation approvals-split the reclamation project into 36 sub-projects with an area of less than 27 hectares, and approved 18 sub-projects within one day on January 21, 2013. For the project, another 18 sub-projects were approved within one day on July 4 of that year.

From illegal operations to the demolition of 39 buildings

Ever since its high-profile appearance on CCTV, more than 30 paper media and the Internet in November 2015, Evergrande’s illegal construction of the island and how to continue to build the island under supervision has been seen on the Internet or in newspapers. .

The illegal operations on the Henghai Flower Island began with the initial reclamation and construction of the island. China’s Caixin Weekly published in the 29th issue of 2017 that Evergrande Group had begun reclamation projects before obtaining permission to use the sea area. Haihua Island passed the number assigned by the State Oceanic Administration of the Communist Party of China on March 25 and August 30, 2013, and was awarded the certificate of sea area use rights. However, many local residents said that as early as 2012, they had witnessed the start of dumping and reclamation of the Haihua Island project, which is consistent with the construction start time disclosed in the news by CCCC Tianjin Waterway Bureau Co., Ltd., which was the first to enter Haihua Island. .

During the 13th Five-Year Plan of the Communist Party of China (2016-2020), Haihua Island is still a key project promoted by the Hainan Provincial authorities. However, the Haihua Island built by reclamation of 783 hectares has destroyed the marine ecological environment. The official report stated that “the construction of the project caused a large area of coral reefs and white butterfly shells to be destroyed”. In 2017, the Central Environmental Protection Inspection Team of the Communist Party of China characterized Hengdahaihua Island as a “pocket bag and ecological destruction”, and Hainan Province was required to carry out rectification and ecological restoration of the damage caused, but Evergrande still “balanced” and continued construction , The fine was 215 million yuan (about 34.4 million U.S. dollars).

Why has Evergrande, which has been able to work in violation of regulations, now adopts an attitude that “will actively communicate and deal with it properly in accordance with the guidance of the “Decision Letter”?”

“Haihua Island is a typical example of the CCP’s integration of government and business,” Li Yuanhua, former associate professor of the School of Educational Science of Capital Normal University, told The Epoch Times on January 6. Eyes closed. Why do you come up with the matter now? This is related to the power struggle of the CCP, and Evergrande has lost power.”

Li Yuanhua believes that Evergrande did not belong to Xi Jinping’s faction when it started. Now Evergrande has no “roots”. Some of the high-level patrons have stepped down and some have gone to prison, so it is not easy to spend money.

Regarding the 10-day “Decision Letter” to demolish 39 buildings, Li Yuanhua said: “The CCP is a gangster, simple and rude. The CCP’s cruel officials regard persecuting others as courage at work.” He also said that Evergrande was rich and rich. Some people have been backed, or they have offended some people, or some people have not benefited. Now these people are dealing with Evergrande without any scruples.
