According to Caixin.com, Liao Guoxun’s last public appearance was three days before his death at the Tianjin Municipal Working Conference on Deepening the Fight against Pollution. He has a close relationship with Li Zhanshu, the current chairman of the National People’s Congress of the Communist Party of China. During the period when Li Zhanshu was the secretary of the Guizhou Provincial Party Committee from August 2010 to July 2012, Liao Guoxun was the secretary of the Tongren Prefectural Party Committee in Guizhou Province.
In April 2012, Liao Guoxun became a member of the Standing Committee of the Guizhou Provincial Committee of the Communist Party of China and was promoted to the deputy ministerial level. In July, he also served as Secretary-General of the Provincial Party Committee. In April 2015, Liao Guoxun served as a member of the Standing Committee of the Zhejiang Provincial Party Committee and Minister of Organization. The then secretary of the provincial party committee was Xia Baolong. Xia Baolong is also recognized as a close confidant of Xi Jinping in Zhejiang.
In December 2016, Hou Kai, who came to Beijing to serve as the deputy secretary of the Work Committee of the new Central Committee, was appointed as a member of the Standing Committee of the Shanghai Municipal Party Committee and secretary of the Disciplinary Committee. Half a year later, Liao Guoxun was airborne in Tianjin and took office as the mayor of Tianjin on September 16, 2020, officially entering the provincial and ministerial level.
