Italvolt, Scarmagno gets ready: “Ready for a variant of Prg”

by admin

The Municipality is about to adopt a structural change, but if this is not enough it can proceed with a further and simplified one. Waiting for the filing of the project

SCARMAGNO

Lars Carlstrom, the Swedish entrepreneur, was clear in indicating the time schedule for the birth of Italvolt, the gigafactory for the production and storage of lithium-ion batteries in the former Olivetti di Scarmagno district. “We aim to obtain permission to build between September and October – he said presenting the project – and to start work by the end of the year or at the latest at the beginning of 2022. Work on the site must be started in order to start production in 2024”.

But is it possible before the end of the year to issue the Single Act (including all public authorizations) by the Suap (one-stop shop for productive activities) of Ivrea, which operates in agreement with 15 municipalities? According to the technicians who could be involved in various capacities in the procedure, the answer is “yes, it is possible”, with the premise that, however, nothing has been formally filed yet.

«The structural variant of the Scarmagno master plan – explained Alberto Redolfi, architect of the associated technical studio S.ar.in di Montalto Dora, editor of the varinte of the town planning document – should be adopted in the coming weeks. However, if, as it seems, the height of 15 meters now allowed for the warehouses should not be sufficient for the settlement (from what has been explained, we would even speak of the double), a new variant of the Regulatory Plan would be necessary “. So what? “The new variant, however, would not be substantial, but simplified or partial and would therefore require much shorter times because the Piedmont regional town planning law provides for a speeded up approval process in cases involving economic enterprise initiatives in favor of employment”.

“The procedure for issuing the authorization to build – explained Simone Lancerotto, municipal technician of Scarmagno – provides for the presentation of the project to the Suap (Desk for productive activities) of Ivrea, with which the Municipality of Scarmagno has an agreement, which receives the notification like all the other entities involved in the issuing of the various authorizations, starting with the Region, Metropolitan City, Fire Brigade, Asl / To4, Arpa. Should it be necessary to proceed with a variant of the Prg (for example as regards the height of the warehouses, but also of other possible parameters), the Municipality of Scarmagno could request the applicant company to autonomously entrust the task to its own technician. and bear the relative expense. In any case – concluded Lancerotto – the Municipality of Scarmagno must issue, according to regional law 140, the permit to build within the maximum term of 180 – 200 days ».

Having made two quick calculations, if the project were presented shortly by Italvolt, it would seem possible to obtain the permit to build before the end of the year 2021.

For his part, the mayor of Scarmagno Adriano Grassino confirmed the declaration made hot on the day of the announcement of Italvolt’s choice to settle in the former Olivetti site: “Our administration, within the competence of the Municipality and compliance with the laws , will certainly do everything possible to favor, as is foreseen in our program, this large settlement which could really change the productive and employment perspective for the next decades, not only in the Scarmagno and Canavese area ». –
