On Tuesday evening the council led by the mayor Stefano Sertoli approved the resolution by which the terms of payment of the injunctions (for a total of around one million euros) recently issued by the Municipality, for natural or legal persons who pay in state of economic difficulty following the pandemic in progress. Act that authorizes the offices to suspend payments until January 20, 2022. “We are implementing various measures in favor of families and businesses – explains Deputy Mayor Elisabetta Piccoli – very affected by the economic crisis”.
What are you working on?
«We are evaluating the issue of a fourth tranche of shopping vouchers, financed with municipal resources. A measure of concrete help to families and which also has a benefit on trade. As for traders and artisans, the Municipality has decided to be close to those categories most affected by the closures. We are also thinking of a contribution, which takes the form of State aid, which will be able to partially or totally compensate the amount due for Tari 2020, where various businesses have had to close for short or long periods. The maneuver, currently being finalized, should be around 200 thousand euros. A figure that is added to the 332 thousand already allocated in 2020 and which involved families and economic activities with reductions in the bill ».
Will the suspension of the outdoor tax be reconfirmed?
“We are moving towards a further extension of the free dehors, the third, probably for the whole of 2021. The fact of allowing external installations free of charge and simplified can help to the extent that it favors the tendency of people to stay outdoors “.
Let’s go back to the tax injunctions. Was it not possible to postpone them to better times?
«We postponed them several times during 2020 and in these first months of the year, but now it was no longer possible. This sending will not only serve to avoid the prescriptions of the documents, but also to carry out an important cleaning of the databases for positions that may have been incorrect and never verified and of the credits that are no longer due. It must be clear that in order to guarantee the provision of services and grant concessions and aid, the Municipality needs to be able to dispose of sums from its budget and cannot issue public debt, as does the State and therefore must necessarily proceed with the action of revenue protection. It is therefore not possible to renounce the collection of receivables already entered in the budget in previous years and on which substantial expenses are based ».
How much are the credits that the Municipality has?
Over the years, the Municipality has accumulated a sum equal to 10,869,136.32 euros in credits that block the budget, generating a “bad debt provision” equal to 7,701,524.98 euros. The administration’s intention is to carry out a tax control action with the utmost and widest availability towards the taxpayer, pursuing an ideal of fairness, helping those who are in difficulty today and, at the same time, also lightening the budget from “Weights” that weigh and plaster the administrative action and in fact damage the entire community ».
How does this availability towards the taxpayer translate?
“Previously, with a view to achieving an increasingly collaborative relationship based on mutual fairness, the administration had introduced some favorable measures such as raising to 36 installments (with the possibility of further extensions), regardless of the ISEE for all those who intended to collaborate by planning a debt repayment plan and by adopting the institution of compensation. Installments that can also be requested by those who will receive tax injunctions in these days. In addition, those who are experiencing economic difficulties related to the pandemic can take advantage of the suspension of payments for the whole of 2021 “.
Who will be granted this possibility?
«Individual firms or companies that have had to close or suspend their business; employees with termination of the employment relationship or co.co.co and in current state of unemployment; subjects in layoffs and for whom the fund represents the only source of income; persons suspended from work for at least 30 working days from 1 January 2021 for reasons not attributable to the worker; trainees, interns, scholarship recipients who have lost their jobs due to the Covid 19 emergency. In the next few days, the form to self-certify one’s financial difficulty will be available on the Municipality website “. –
