Ten years after the installation of the three traffic lights that sanction those who pass with the red light, the Municipality of Ivrea verifies that it can enter phase b. By “phase b” we mean giving them a second counter, that is to say a display placed above the red lantern that tells motorists how much the next color is missing. The three plants where the local police office with the councilor for viability Giuliano Balzola are verifying the existence of the requirements, are located in via Jervis, at the height of via Pinchia. And then in via Torino, at the height of via Gobetti, and corso Vercelli intersection with via Piemonte. It must be said that for all three the orange lasts 5 seconds (on roads with a speed limit of 50 per hour the minimum allowed is 4 seconds). Overall, the three traffic lights fines 15 drivers every day. Each of them loses 6 points on their driving license and is forced to pay a fine of 167 euros. In a month, 2,700 points go up in smoke, and 32,400 in a year. As for the revenue in the municipal coffers, we are talking about a figure that is around 900 thousand euros a year only for burnt reds (half of the total annual amount of fines for traffic violations, almost equal to one million euros which is instead the fixed speed camera on the Third deck).

Via Jervis remains the most critical point; distraction or incorrect timing are the most common causes of infringement. «They would increase the safety level of the crossings, we are convinced that they would be useful – says Balzola -. Therefore we are verifying, standard in hand, that they can be installed at our three intersections equipped with cameras. To be brief, the characteristics that complicate things a bit are the fact that all three have pedestrian crossings and as regards Via Jervis, being also characterized by two lanes in each direction. We are verifying whether corrections are possible or instead the systems must be completely rethought and with what expenditure forecasts ».

The matter refers to the Decree of 27 April 2017 of the Ministry of Infrastructure and Transport (which entered into force the following year), which in fact regulated the approval and installation of the so-called countdown systems introduced in 2010 with the amendments to the Code of the road provided for by Law 120. For many it is a technological solution that improves the safety of pedestrians, cyclists and motorists, protects the latter from the sanctions that automatically detach after a second of yellow, and can also provide an iimportant contribution to improving air quality in particularly busy areas. The remaining time for the green light, for example, can be of help to those who have to decide whether to start crossing an intersection, in particular pedestrians or cyclists.

Those who are behind the wheel or riding a motorcycle will have the opportunity to slow down to stop in time, avoiding being surprised by the arrival of yellow. Watch out, though. The Highway Code provides that with yellow vehicles cannot cross the stopping line, unless they are so close that they can no longer stop safely.
