The three-level emergency management departments of Jiaxing City, County and Chemical Park have joined forces to take “four strict” measures to ensure the safe and stable resumption of production of hazardous chemical enterprises after the holiday.
First, strictly control the conditions for resumption of production.Issue documents such as the “Warning Letter on Doing a Good Job in Resuming Work and Resuming Production and Safety in Enterprises” and “Warning Letter on Solidly Doing a Good Job in Preparing for Enterprise Resumption of Work and Production”, and urge enterprises to formulate practical and effective measures in accordance with the content of “Four Strictness and Ten Aspects”. A feasible plan for resumption of production, overhaul the equipment and safety facilities of the whole plant, and ensure that the main person in charge of the enterprise, the person in charge of the process, the person in charge of technology and the operator are in place.
The second is to strictly implement the resumption process.Urge the enterprise to set up a production resumption leading group, review the production resumption plan, and report it to the county-level emergency management bureau after being approved by the main person in charge of the enterprise. Organize and carry out heart-to-heart education, and conduct safety training for all employees on driving plans, operating procedures and other safety regulations. Resumption of production and driving is carried out item by item according to the established steps of the plan, and abnormal situations that occur are dealt with and recorded in a timely manner. After driving normally, a written production resumption report should be formed and reported to the county-level emergency management bureau to ensure a safe and closed-loop production resumption process. Up to now, 77 companies that have stopped production have all submitted plans for resumption of production, of which 73 companies have submitted reports of resumption of production.
The third is to strictly implement the resumption measures.Give full play to the role of the “Online Safety Online System for the Whole Life Cycle of Hazardous Chemicals”, dynamically track enterprise risk management and control and management of accident hazards at all times, urge enterprises to carry out safety commitments on time, and deal with abnormal alarms in a timely manner. During the festival, 17 pieces of risk warning information were issued to guide enterprises to properly deal with them as soon as possible. Implement the training and assessment of new and transferred employees, and special operators must hold certificates. Formulate a driving emergency response plan, make emergency response preparations, implement a 24-hour shift duty system for leaders, and effectively ensure that production will not resume if safety conditions are not met and safety measures are not implemented.
The fourth is to strictly supervise the resumption of production of enterprises.The three-level emergency management department has jointly established 9 supervision groups, invited experts to conduct real-time inspection and supervision of the resumption enterprises, guide the enterprises to implement the resumption measures, strictly prevent the safety risks during the driving process, and strictly inspect all kinds of violations of laws and regulations during the resumption of production. . Up to now, 77 companies have completed full-coverage supervision and inspections, and a total of 91 hidden dangers have been found, such as the lack of targeted safety education and training, and the incomplete inspection and registration of equipment and devices.
