The event was hosted by the Fujian Provincial Large-scale Blackout Emergency Headquarters and undertaken by the Fujian Provincial Development and Reform Commission and the State Grid Fujian Electric Power Company. , Fuzhou, Xiamen, Zhangzhou and Ningde jointly held the exercise.

According to Fujian officials, this is the largest electric emergency drill organized by Fujian Province in recent years.

According to the report, Fujian Province initiated a Level II emergency response to a large-scale power outage. The exercise simulated the super-strong typhoon and external damage to cause a large-scale power outage.
