Letta sees Draghi and launches the party of mayors to win policies even with their lists

by admin

“When Draghi has finished his task, a united Pd will be needed in his choices,” says Enrico Letta, perhaps prefiguring a vote shortly, who knows why on the day of his face-to-face meeting with the premier at Palazzo Chigi. Where the two will have talked about maneuvering and Letta will have also protested for Salvini’s tearing on the capacity decree, but where the central theme, the Colle knot, will also have been talked about. Also in light of the fears that shake the Pd group about an early vote in the autumn after a possible climb by Draghi to the Quirinale. The call to arms of the great shock force available to the center-left fits into this frame.

The party of mayors, that army that brings together 70% of the first citizens, elected under the banner of the center-left, will also make its debut in politics: Enrico Letta intends to use this shock force and has said it clearly and fully to ‘ assembly of progressive mayors gathered in Rome: “We know we have 70% mayors but we have 20% in the country and we must try to win policies”. That is, we have high potential but we need a coalition that takes one more vote than the right. Also bringing together civic forces on issues such as the fight against land consumption, the environment, public education and health. Antonio Decaro, mayor of Bari and president of Anci, says it more abruptly: “A party like the Democratic Party of 20% cannot delude itself into being self-sufficient.” “The mayors are at the forefront – says the president of the Democratic Party and the first citizen of Marzabotto, Valentina Cuppi – and must be able to direct the party’s action”. A motion of pride, which sees lined up from Gualtieri to Manfredi, from Lorusso to Lepore, all the heaviest mayors and hundreds of minors scattered throughout Italy. And Letta does not disappoint them. “I want you to be in the field, in the Democratic Party that I have in mind the issue of proximity is fundamental”.

WINNING THE PROVINCES

The operation can be renamed the long march towards politics, where by long march we mean the next electoral appointments: on December 18 we will vote for 75 provincial councils and 31 provincial presidents, explains Francesco Boccia, head of the Democratic Party on the territories, and ” we hope to fill up ». Translated, given the attendance in this assembly, the Democratic Party hopes to do a lot and win almost everywhere, given that the provincial councils are elected by the municipal councils. Later, in May there will be elections in 20 provincial capitals (important cities such as Genoa, Catanzaro, L’Aquila, Taranto, Palermo) and in October there will be the great test of the Sicily region, which perhaps could be merged with the policies. This is why Letta intends to use this strategy: to involve civic lists in the territories in the battle, to aggregate as many forces as possible, even outside the parties, as is being done in the Agora organized everywhere: Password, create alliances. All those who do not vote pd, must be channeled into movements that have to vote civic networks also for politics. The wide field Letta talks about will be made to the state by a coalition made up of the Democratic Party, the Greens, the Socialists, the Democratic Center of Tabacci, the Italian Left, Article 1 of Bersani, plus perhaps the centrists of Calenda and Bonino. Renzi not classified. But in addition to party acronyms, we are thinking of civic networks, already organized in some regions such as Puglia and Campania, to be extended to all regions. In this sense, the mayors, even in office, can give support by running as candidates and perhaps not taking a seat but making a contribution in terms of votes.

CANDIDATES FOR POLICIES

For this, the mayors are fighting to be able to be candidates without having to resign, while instead this option is now only granted to those with less than 7,000 inhabitants, while all the others must leave the caica six months earlier. A battle that goes alongside that for the third term, the object of pressure from the first citizens, to the point that the president of the Anci, Antonio Decaro, has beaten the Democratic Party, for having been so far “too shy in Parliament”. Unfortunately, Letta replied, “in Parliament we only have 12 percent of the seats”, as if to say we don’t decide. “But the PD is fighting for the third term and candidacy.” And to please the mayors who made him win the administrative, he also presented a bill to exclude suspension from office after a first-degree conviction for non-serious crimes.

«They – explains a dem executive – have become the terminals, the sentinels on the territories. If they put their names on the lists, it is true that they take away small percentages from the Democratic Party, but they also bring a lot of votes to the coalition. For this reason, the big cities are asking that they also have the right of option to be exercised when the polls are open ”. In short, the topic that interests Letta is organizing a large army of administrators, but to say yes to the requests of the mayors in parliament the only real ally is the League, which has many, while Fdi and Forza Italia do not warm up and the 5 stars are divided as always “.

The hope is that a long wave of the autumn administration will be produced, closing wide agreements with the grillini for the provincial ones, given that the lists are delivered next Friday: the more we widen the civic lists, the more votes and consensus we will have, say the dem gathered in the Capitol.

In short, the network of civic mayors who have won in many realities without being registered in the Democratic Party, can give life to a list of civics: examples are Stefania Proietti, mayor of Assisi and Gaetano Manfredi mayor of Naples. And in this operation, the electoral law helps, because those who do not take the 3% do not enter but they are all votes that return to the Democratic Party perhaps rewarded with seats for civic mayors on the uninominal part.

THIRD MANDATE

In all this, the mayors are also fighting for a third term, allowed so far to 7,500 of them (cities under 20,000 inhabitants) out of 7900, keeping those 400 of the largest cities out of re-election for the third time. An open debate, so far the only thing obtained by the first citizens of all political colors are greater resources for the cities in financial distress, for the planning of the interventions foreseen by the Pnrr. “We will face the challenges of ineligibility, the number of mandates, abuses and the Severino law,” promises Letta to keep them good.
